Mufti Mubajje to Visit Zombo to Strengthen New Muslim District Structures

Zombo: The Mufti of Uganda, Dr Sheikh Shaban Ramadhan Mubajje, is expected to visit Zombo District on Friday, October 2, 2026, to help strengthen the administrative structures of the newly established Zombo Muslim District.
Mubajje will visit the district headquarters at Jamia Mosque in Warr Town Council, where he is expected to meet Muslim leaders and the faithful as part of efforts to consolidate the new administrative setup.
Zombo District Kadhi Sheikh Abdulaziz Kassim Amin, in an interview on Saturday, September 26, confirmed the planned visit and called on Muslims, government leaders and other stakeholders to turn up in large numbers to welcome the Mufti.
He said mobilisation activities are already underway, with a major meeting scheduled for Tuesday to finalise preparations for the event.
“We are here to mobilise and inform our brothers and sisters not only in Islam, but in humanity, that on Friday October 2nd, we are hosting our leader the grand Mufti of Uganda His Eminency Dr. Sheikh Shaban Ramadhan Mubajje. It is his first time as a mufti coming to Zombo,” he said, urging support and a massive turnout.
The Assistant Resident District Commissioner of Zombo, Bruno Mananu, said preparations are in high gear and security agencies have been deployed to ensure a peaceful and successful event.
The visit comes only months after Zombo Muslim District was established by the Uganda Muslim Supreme Council (UMSC), having been carved out of the former Nebbi Muslim District.
The new district was among 17 Muslim districts approved by the UMSC Joint Session in October 2025 as part of an administrative restructuring aimed at strengthening coordination, administration and service delivery to Muslims.
The UMSC constitution provides that new Muslim districts may be created based on factors including the Muslim population, number of registered UMSC Juma mosques, Islamic schools, availability of sheikhs and imams, administrative capacity and the overall efficiency of the existing district.
The council has said the broader purpose is to bring services and administration closer to Muslim communities while improving grassroots leadership and coordination.
Zombo Muslim District was formally inaugurated in May 2026 at Warr Town Council, with Sheikh Abdulaziz Kassim Amin appointed District Kadhi.
The district has since begun strengthening its grassroots structures, including bringing together imams from five Muslim counties operating 54 mosques for capacity-building on leadership, livelihoods and community development.
The creation of the district is expected to reduce the administrative burden of the former Nebbi Muslim District’s wide geographical coverage and enable Muslim leaders to coordinate religious, educational, social and economic programmes closer to communities in Zombo.
Leadership has already embarked on initiatives to improve the welfare of Muslim leaders and the wider community, including plans to establish an Imam’s Savings and Credit Cooperative Organisation.
Dr Sheikh Shaban Ramadhan Mubajje heads the Uganda Muslim Supreme Council. Born in Bungokho, Mbale District, he pursued Islamic studies and further education in Sharia, philosophy and religious studies.
He served as Mbale District Kadhi before being elected Mufti of Uganda on December 11, 2000.
According to Muslim leaders, his visit will give the newly created district an opportunity to engage directly with national UMSC leadership as it establishes its administrative structures and begins operating independently from Nebbi Muslim District.
It is also expected to strengthen links between district and national leadership, provide guidance on the new district’s operations, and reinforce cooperation between Muslim leaders and local government authorities.
Zombo District is located in the West Nile sub-region, bordering Nebbi District to the east and the Democratic Republic of Congo to the south and west.
