NRM’s Kisembo grabs Kikuube LCV seat

With the by-election concluded, attention now turns to Kisembo’s assumption of office and the priorities he will pursue during his tenure as district chairperson.

Kikuube: National Resistance Movement (NRM) candidate Paddy Kisembo has been elected the new LC5 Chairperson for Kikuube District after securing a commanding victory in Thursday’s district chairperson by-election.

Official results released by Kikuube District Returning Officer Emmanuel Twine show that Kisembo garnered 26,612 votes, representing 75.3 percent of the valid votes cast. His closest rival, National Unity Platform (NUP) candidate Fenekansi Timanyire, polled 8,712 votes.

Twine announced the results on Thursday evening after the completion of tallying and verification of votes from polling stations across the district.

Speaking during the declaration, Twine said the tallying exercise was conducted in accordance with Section 147 of the Local Governments Act, Cap. 138, which requires the Returning Officer to aggregate all votes recorded on Declaration of Results Forms before declaring a winner.

“I, Twine Emmanuel, being the Returning Officer for Kikuube Electoral District, having added up the number of votes cast as recorded on each Declaration of Results Form in accordance with Section 147 of the Local Governments Act, Cap. 138, declare that Paddy Kisembo, who has obtained the largest number of votes, is the elected candidate for Kikuube Electoral District,” Twine announced.

According to the Electoral Commission results, the by-election registered 35,324 valid votes. A total of 887 ballot papers were rejected as invalid, bringing the total number of ballots counted to 36,211. Another 74 ballot papers were recorded as spoilt.

The outcome underscores the NRM’s continued political strength in Kikuube District, with Kisembo winning by a wide margin over his competitors.

Political observers say the landslide victory gives the chairperson-elect a strong mandate to lead the district and oversee the implementation of government programmes aimed at improving service delivery, infrastructure, and household incomes.

Kisembo’s election comes at a time when Kikuube District is experiencing increased economic activity linked to the oil and gas sector, placing high expectations on local leaders to ensure that development opportunities translate into tangible benefits for residents.
