Minister Balaam warns civil servants against corruption, extortion

Masindi: The Minister for Local Government, Dr. Balaam Barugahara Ateenyi, has issued a stern warning to civil servants, district and municipal leaders against engaging in corruption and extortion, saying the government will not tolerate officials who exploit citizens seeking public services.
The minister made the remarks during his thanksgiving service and celebrations marking one year of Bishop Joshua Kugonza’s episcopal ministry at St. Mathew’s Cathedral in Masindi Town on Sunday.
Dr. Barugahara said the government is implementing the “Kisanja No Sleep” agenda, which emphasizes accountability and decisive action against corruption in public institutions.
“Put your affairs in order. Any civil servant or leader found extorting members of the public seeking government services will be arrested and prosecuted,” Dr. Barugahara warned.
He urged district and municipal leaders across Masindi and the greater Bunyoro sub-region to execute their responsibilities diligently, adding that technocrats would soon be held accountable for the management of public funds.
The minister also cautioned administrators of government schools against imposing exorbitant charges on learners, noting that the government already provides capitation grants to facilitate school operations.
“Government schools should not burden parents with unnecessary charges. The capitation grants are meant to support school operations,” he said.
Dr. Barugahara further warned members of District Service Commissions against soliciting bribes during recruitment exercises, stressing that public jobs should be awarded strictly on merit and qualifications.

Rt. Rev. Barnabas Tibaijuka, the Bishop of West Rwenzori Diocese who presided over the thanksgiving service, commended the minister for his commitment to fighting corruption. He said the Church would continue praying for him and urged other government leaders to join the anti-corruption campaign until the country is free from corruption.
Kenneth Kiiza Nyendwoha, the Member of Parliament for Bujenje County also applauded Dr. Barugahara’s efforts to combat corruption, saying the vice continues to undermine service delivery. He noted that although Uganda has adequate resources, corruption has hindered the country’s progress towards attaining middle-income status.
John Karuhanga, the Chairperson of PLU in Masindi district applauded Minister Balaam for fighting corruption noting that it will improve service delivery.
Bishop Kugonza told Christians that they used the same event to launch the construction of Masindi Kitara Diocese four-star guest house. At the same event, Minister Balaam contributed Shs10 million towards the construction of the guest house and Shs10 million towards the completion of the church.
