Masindi EC seeks CAO guidance after village misses LC1 elections

Masindi: The Electoral Commission (EC) in Masindi District is seeking guidance from the Chief Administrative Officer (CAO) after Kyetungamye Village failed to participate in the recently concluded LC1 Chairperson elections due to the absence of registered voters.
Kyetungamye Village, located in Kyarutanga Parish, Kijunjubwa Sub-county, did not take part in the July 28, 2026 LC1 elections because no residents registered during the Electoral Commission’s voter registration exercise.
Masindi District Electoral Commission Returning Officer, Gastervus Kakaire, said the village also failed to participate in the extended elections held on Saturday because there were still no registered voters.
“No residents turned up to register, making it impossible for the Electoral Commission to conduct elections in Kyetungamye Village during both the initial and extended polling exercises,” Kakaire said.
He revealed that the Commission will formally seek guidance from the Chief Administrative Officer to establish whether Kyetungamye Village officially exists.
“I will write to the office of the Chief Administrative Officer to confirm whether Kyetungamye Village officially exists so that the Electoral Commission can determine the appropriate course of action,” Kakaire explained.
According to Kakaire, Kyetungamye appeared on the list of villages provided by the Ministry of Local Government. However, when Electoral Commission officials carried out voter registration, no residents came forward to register, with indications that they preferred to remain under the mother village of Kitinwa.
“If investigations establish that the village does not exist, it will be removed from the Electoral Commission database. If it is confirmed to exist, the Commission will gazette a fresh programme for voter registration, nominations, and elections,” he added.
Meanwhile, Kakaire disclosed that the Electoral Commission is currently handling 20 petitions arising from the LC1 elections in Masindi District.
“The petitions relate to election results and complaints about the conduct of the polls. Each petition is being handled on its own merits in accordance with the law,” he said.
The outcome of the inquiry into Kyetungamye Village will determine whether the Electoral Commission schedules a fresh electoral process or removes the village from its records.
