Masindi municipal council town clerk, procurement officer face arrest
He also instructed that the case be handled with urgency.
Masindi: The Resident District Commissioner (RDC) of Masindi, Darius Nandinda, has ordered the arrest of three top officials over an alleged scandal involving the procurement of a municipal vehicle.
The officials named are Town Clerk Daniel Kasala, Financial Officer Annette Nanzala, and Procurement Officer Owen Nkoba. RDC Nandinda issued the directive on Friday during a heated meeting with Masindi Municipal Councilors who stormed his office after a scheduled council sitting collapsed.
This was the second failed council meeting after Wednesday’s session was also aborted. Councilors have refused to approve the 2025/2026 municipal budget, citing a lack of accountability for UGX 100 million released for a municipal vehicle and UGX 27 million intended for leveling a playground at Kamurasi Demonstration Primary School.
During the meeting, RDC Nandinda tasked Mayor Ronald Businge Kyomuhendo with explaining the delay. The mayor revealed that the vehicle, which was paid for in December 2024, was expected in February 2025 but has not yet been delivered.
He also accused Town Clerk Kasala of deliberately frustrating the council meeting where he was supposed to account for the funds.
District Police Commander (DPC) Pensive Tukasiima informed the gathering that Kasala and Nkoba had only just filed a case against Kasigwa Motors for obtaining money by false pretense after councilors demanded answers.
The RDC questioned the timing of the report, arguing that it seemed reactionary, and subsequently directed the DPC to arrest all three officials involved. He also instructed that the case be handled with urgency.
Councilors applauded the RDC’s move, calling it a strong step toward fighting corruption and protecting taxpayers’ money within the municipality.
