Kitgum exempts bus park tenants from paying rent

However, tenants reportedly continued paying the former developers, prompting confusion and tension.

Kitgum: Kitgum Municipality has officially exempted tenants at the Kitgum Bus Park from paying rental fees to both the Municipal Council and former developers as the council prepares for a major redevelopment of the facility.

In a letter dated April 9, 2025, Mr. Ochan Patrick Ocitti, on behalf of the Town Clerk, addressed former developers Mr. Ocen Emmy Olobo and Mr. Ocen Albert George.

The letter referenced an earlier directive from March 20, 2025, which had instructed tenants to begin paying rent directly to the Municipal Council. However, tenants reportedly continued paying the former developers, prompting confusion and tension.

To avoid further conflict, the latest communication exempts all rent collection and payment at the bus park until the scheduled demolition period between June 1 and 7, 2025. The council clarified that the tenancy agreements had officially expired on December 31, 2024.

Despite the exemption, Central Division Chairperson Hon. Toolit Godfrey expressed concern over the lack of formal consultation, warning that the abrupt policy shift could disrupt the council’s operational planning and budget processes.

Eng. Abonga Alfred Alexis, the Municipal Engineer, confirmed during a radio appearance on one of the local radio stations that Kitgum’s leadership is set to attend the UCMID project inception meeting at Speke Resort Munyonyo later this month. He noted that actual redevelopment work is expected to begin in the next financial year.

Meanwhile, Kitgum Municipality Mayor Ojara Richard Okwera issued a stern warning against any ongoing rent payments, insisting that all such transactions must cease immediately.
