Masindi Speaker Kirya declares bid for district chairmanship

His announcement has already attracted endorsements from various local leaders.

Masindi: Moses Kirya, the long-serving Speaker of the Masindi District Council, has officially declared his intention to contest for the position of Masindi District Chairperson.

Kirya made the announcement on Friday, April 25, 2025, during a press conference held at his office at the district headquarters.

Having represented Karujubu Division as a councillor for 15 years and served as district speaker for nearly a decade, Kirya believes his extensive experience in district leadership qualifies him for the chairmanship.

His decision follows the incumbent chairperson Cosmas Byaruhanga’s declaration to run for the Bujenje County parliamentary seat.

Kirya outlined several key areas he aims to address if elected whicn include; rehabilitation of roads through lobbying for additional funding sources, upgrading of health centres to improve healthcare delivery, construction of more schools to reduce congestion in existing facilities and effective implementation of council resolutions.

“I want to ensure that every resident of Masindi has access to quality services and infrastructure,” Kirya stated. “With your support, we can work together to bring about the changes our community deserves.”

He further explained that while he has always had the desire to lobby for improved services, his current role as Speaker limits his capacity. If elected as district chairperson, he would be empowered to directly mobilize resources and advocate for elevation of key public services.

Kirya emphasized the need to build a stronger working relationship between the district council and executive arm, saying current friction has slowed down service delivery.

“Implementing council resolutions is a major challenge today. As chairman, I will prioritize unity and collaboration between both arms of government for the benefit of the people,” he added.

His announcement has already attracted endorsements from various local leaders. Mary Alinaitwe from Labbongo Sub-county and Rose Kusemererwa from Kimengo Sub-county voiced their support, praising Kirya’s energy and dedication to the people of Masindi.

Kirya joins a growing list of contenders eyeing the LCV seat on the National Resistance Movement (NRM) ticket. Other aspirants include; Godfrey Byarugaba, Kasanga David Kyetume and Patrick Owobusozi.

Who is Moses Kirya?

Moses Kirya hails from Kibwona Cell, Karujubu Division in Masindi Municipality. He attended Kabalega Primary School and later completed his PLE at Masindi Public Primary School.

He went on to Masindi High School for O-Level, and later to Katikamu Secondary School in Wobulenzi for A-Level studies.

Kirya holds a Bachelor of Science in Natural Resource Management and a Bachelor of Laws, both from Makerere University. Before entering politics, he worked with Christian Children’s Fund (CCF) and the Environmental Conservation Trust of Uganda (ECOTRUST).
