Kitgum secondary schools struggling to implement new A-Level Curriculum
Education stakeholders in Kitgum are calling for expedited government support to ensure full implementation of the new curriculum.

Kitgum: Secondary school teachers in Kitgum District are facing mounting challenges in implementing the new A-Level curriculum introduced by the government in 2020.
According to Mr. Olaa James, Headteacher of Rev. Jabuloni Issoke Memorial College, one of the main setbacks has been the government’s delay in restructuring and distributing the appropriate textbooks aligned with the revised curriculum.
Despite this, Olaa acknowledged that the written texts previously supplied by the National Curriculum Development Centre (NCDC) have been instrumental in helping schools begin the transition.
“We have already retooled school administrators, and the same process is being extended to classroom teachers,” he said. “Regional training sessions are also planned during the holidays at YY Okot Memorial College to strengthen capacity further.”
Meanwhile, Mr. Ocaya Samuel, Deputy Headteacher of Archbishop Janani Luwum Memorial College, noted that although the new curriculum does not deviate significantly in content from the previous one, the lack of proper teaching and learning materials remains a major hurdle.
“Teachers are still relying on outdated textbooks from the old curriculum to deliver lessons, which is not ideal for this new approach to learning,” Ocaya emphasized.
The revised A-Level curriculum aims to foster critical thinking, problem-solving, and practical application of knowledge, moving away from purely theoretical instruction.
However, without updated resources and adequate training, teachers find themselves under-equipped to fully embrace the shift.
Education stakeholders in Kitgum are calling for expedited government support to ensure full implementation of the new curriculum. This includes; timely provision of textbooks and instructional materials, consistent teacher training and retooling and clear guidance from curriculum developers
As Kitgum’s educators await further intervention, many remain committed to adapting as best as they can under the current limitations.
