Kagadi RDC declines to launch government project over contradicting BoQs

She suspended all the construction work at the site until they held an emergency meeting to rectify the mess.

Kagadi: The Kagadi district Resident District Commissioner (RDC), Lillian Ruteraho, has declined to launch exercise for the maternity ward block at Kabuga Health Center III in Muhorro Sub-County after the contractor presented contradicting Bills of Quantities (BoQs).

The contractor Banob Plus Uganda Limited was awarded a contract to take over the construction works for phase one of the project, which will build the block up to the beam level.

It all started when the contractor presented two papers presenting contradicting bills of quantities (BOQs).

One paper indicated the BOQs at 140 million shillings, and another paper showed 152 million shillings, which raised suspicions of embezzlement.

At the function, Ruteraho suspended all the construction work at the site until they held an emergency meeting to rectify the mess.

In his remarks, Kagadi district deputy Chief Administrative Officer Robert Mugabe recommended the RDC’s decision to suspend the launching exercise and also threatened to interdict some engineering department staff over corruption scandals.

He guided the heads of departments to always prepare the bills of quantities on time and submit them to the office of the CAO a day before the launch of any project to avoid embarrassment.

Meanwhile, Kagadi District LC5 Chairperson Yosia Ndibwami says the BoQs lacked breakdown and said they would reschedule the date for the launch of the project.

On the same note, Muhorro Sub-county district councilors Eric Akugizibwe and Alice Kisembo were irked by the failure to launch the construction works for the maternity block, attributing all the messes to the rampant corruption that has rocked the district.

The launching exercise for the construction of the staff quarters at Nyabutanzi Health Center III that was scheduled for Friday was also postponed to Wednesday next.

Following the aborted launch, the district leaders held an emergency meeting later in the day with the contractor in the boardroom to forge the way forward.
