Former CAO Mabiya joins race for Sironko District LCV Chairperson
After 16 years in the education sector, he joined the Ministry of Lands in 2003 as a Senior Assistant Secretary, serving until 2007.

Sironko: Veteran public servant Joshua Mabiya Nabugoomu has officially declared his candidacy for the position of Sironko District LCV Chairperson in the forthcoming local government elections.
A resident of Maniaku Village in Bumalimba Sub-county, Mabiya brings with him a long-standing record in public administration, having served as Chief Administrative Officer (CAO) in five districts: Bududa, Kibuku, Otuke, Kotido, and Amuria.
Speaking about his aspirations, Mabiya said his entry into the race is driven by a deep commitment to improving service delivery in Sironko. He pledged to focus on efficient implementation of government programs, promote good governance, and maintain zero tolerance for corruption and laxity in public service.
“I want to ensure transparency and accountability in how Sironko is managed,” he said. “We can only achieve development when public resources are handled with integrity and a strong sense of responsibility.”
With both national and international experience in local governance, Mabiya emphasizes that his career has been scandal-free, reinforcing his image as an accountable and principled leader.
Mabiya began his public service journey in July 1988 as a secondary school teacher and later served as Deputy Head Teacher at schools including Sir Tito Winyi SS in Hoima.
After 16 years in the education sector, he joined the Ministry of Lands in 2003 as a Senior Assistant Secretary, serving until 2007.
His career took a significant leap in 2010 when he joined the Office of the President, later working under the Ministry of Justice and Constitutional Affairs as Senior Assistant Secretary and Personal Assistant to then-Minister Prof. Kiddu Makubuya.
He was later posted to the Ministry of East African Community Affairs, serving in the same role under the late Eriya Kategaya, the First Deputy Prime Minister.
Promoted to Deputy CAO in 2013 under the Ministry of Local Government, he was posted to Bushenyi and later to Butambala District. In 2018, he was elevated to full CAO and posted to Otuke, ultimately retiring from public service on December 24, 2023, while serving in Bududa District.
As Mabiya enters the political arena, he is expected to face stiff competition from notable candidates, including; David Giruli Livingstone, the FDC and incumbent, Nabende Guuga, the NRM flagbearer, Maniaku Kyegulo and Mundali Samuel, a former district councillor.
The upcoming election promises to be a defining moment for Sironko District, as voters weigh experience, vision, and integrity in choosing their next leader.
