Govt to construct modern tourist stopover at Kafu Junction
Masindi District leaders welcomed the proposal, describing it as a step toward transforming Kafu Junction into a modern and economically viable stopover.
Masindi: A consultant firm, E. Marriet Consultants, has recommended the construction of a modern tourist stopover at Kafu Junction in Kimengo Sub-county, Masindi District to boost economic benefits from travelers using the route.
The firm was contracted by the National Planning Authority (NPA) to conduct a feasibility study following a request by Masindi District to the Ministry of Trade, Industry, Tourism and Cooperatives to develop the facility.
Findings of the study were presented to stakeholders at the district council chambers recently.
Presenting the report, Edgar Tusingwire Bagarukayo, a mechanical engineer with the consultancy firm, said that despite Kafu Junction’s strategic location as a gateway to key tourist destinations and its high traffic volumes, the area generates minimal revenue.
He revealed that only about 14 out of every 100 vehicles passing through the junction make a stop. He attributed the low stopover rate to lack of standard tourist facilities, poor sanitation, and inadequate accommodation.
According to the findings, most travelers only make brief stops for short calls or to purchase roadside snacks such as roasted cassava and meat.
The firm has proposed the development of a fully equipped tourist stopover hub with modern washrooms, a restaurant, taxi stage, fuel station, motel, market, and organized stalls. The facilities are expected to increase the number of travelers stopping at the junction, extend their stay, and boost local spending.
Tusingwire emphasized that the project is not intended to displace existing traders but to support them in improving their standards and increasing their income.

Speaking during the event, Cosmas Byaruhanga, Masindi district chairperson said the project is a realization of his dream to transform Kafu junction into a modern stopover so that it can benefit the district and the country.
District Tourism Officer Rita Karungi said the report will be submitted to the Ministry of Trade, Industry, Tourism and Cooperatives for approval. She added that the district will later identify an investor to implement the project under a Public-Private Partnership arrangement.
Buruli County Member of Parliament Aled Ronald Akugizibwe commended the initiative, noting that it will increase revenue for the district. He called for inclusive stakeholder engagement to ensure the project’s success.
