RDC Secretariat, Anti-Corruption Unit Intensify Oversight on Service Delivery in Hoima

Hoima: The Office of the President, through the RDC Secretariat and the Anti-Corruption Unit (ACU), has intensified its monitoring and oversight operations in Hoima District, focusing on improving service delivery across key sectors.

In a high-level monitoring and evaluation meeting held with district technical leaders, Lt Col (Rtd) Ambako Kibrai, Senior Presidential Advisor on Mobilization, urged for enhanced collaboration, transparency, and accountability to ensure government programs yield real impact on the ground.

“Leadership is not just about policy it’s about presence, listening, and action on the ground,” Lt Col Kibrai told the leaders.

Lt Col Kibrai raised serious concerns about unauthorized surcharges in public schools, which he said were undermining Uganda’s commitment to free education.

“The government’s position is clear primary and secondary education in public schools is free. The only responsibility of parents is to provide meals for their children,” he emphasized.

He instructed district education officers to crack down on institutions imposing illegal charges, warning that such practices threaten universal access to education and exploit vulnerable families.

In the health sector, Lt Col Kibrai acknowledged persistent medicine stock-outs in public facilities. While drugs are supplied regularly, patients often find prescribed treatments marked “O/S” (Out of Stock) without explanation, a situation he said fosters public mistrust.

“This lack of communication gives the impression that government is not delivering. We must restore transparency and accountability at the facility level,” he added.

He also emphasized the importance of strengthening Primary Health Care (PHC) programs focused on hygiene, nutrition, and disease prevention to ease the burden on clinical care.

Lt Col Kibrai urged district leaders to take ownership of government programs by increasing visibility and engaging directly with communities to solve challenges.

The Hoima engagement is part of a broader Bunyoro Sub-region oversight campaign led by the RDC Secretariat and ACU aimed at closing service delivery gaps, curbing corruption, and restoring trust in public institutions.

“This government is committed to ensuring that citizens receive the services they deserve. But that starts with local leadership being fully accountable,” Lt Col Kibrai concluded.
