Gen. Otema rehabilitates road, excites residents

Local leaders say Dr. Pierro Corti road was last maintained in financial 2017/18 by the then Bardege division in the then Gulu Municipality.

Gulu:  Residents of Obiya West Cell in For God-ward Bardege-Layibi division in Gulu city were Sunday engulfed in excitement after Lt. Gen Charles Otema Awany commenced rehabilitation of 1 kilometer Dr. Pierro Corti road.

It’s one of their major community access roads that links them to Lacor center where they access several social services such as market, school, and hospital.

The road work involving bush clearing and filling of potholes was done at tune of One million shillings.

Local leaders say Dr. Pierro Corti road was last maintained in financial 2017/18 by the then Bardege division in the then Gulu Municipality.

The rehabilitation work came shortly following a plea from the local leaders of Obiya East who last week tabled several requests to Gen Otem during his political consultation to out Hon. Ojara Martin Mapenduzi from Bardege -Layibi parliamentary seat in the forthcoming election 2026.

Atoo Christine Jerusalem, a Person living with disability in Obiya East says the PWDs in Obiya East used to struggle to access social services due to impeccable roads.

Paul Ocen, another resident, cherished General Otema over his generosity.

Acen Betty an elderly woman, says the rehabilitated road will link them to other people in the other cell easily. 

Akumu Hellen Sally the female councilor IV representing For God ward reveals that the Division council delayed maintaining the road due to a lack of road equipment, she is hopeful that the road will boost business and increase local revenue to the division council. 

However, Akena Geoffrey, the Bardege-Layibi Division chairperson for work and technical services explained to the reporter that what Gen Otema is doing is a partnership between him and the Division authority revealing that Gen has used his capacity as general to lobby for two graders from UNRA and Ministry of work and transport while division is putting Fuel in the equipment to facilitates the road work.

Akena who is also the political manager for General Otema reveals their team is overwhelmed with demands from the community who are asking the General to fix a number of the faulty boreholes, spring well, rehabilitate the road, and extend the electricity line to their respective cell. demands are on road rehabilitation however Otema has partly responded to some issues in his capacity.
