Landlord arrested for defiling tenant’s daughters

Jinja: A 40-year-old man, identified as Francis Wandera, has been arrested and detained at the Central Police Station (CPS) Jinja for allegedly defiling his tenant’s two daughters, aged five and two years old, in Jinja City.
Wandera faces two counts of aggravated defilement. Preliminary investigations suggest that the crimes were committed in October and November 2024. It is believed that Wandera used to buy Jolly Jus and chapati to lure the children, particularly when their parents were absent.
The horrific incident came to light when the victims confided in their mother, who then reported the matter to the police.
Following swift police action and prosecution-guided investigations, the victims have been medically examined, and the suspect has been confirmed to be of sound mind.
The Kiira Regional Police, led by SSP Charles Nsaba, has pledged to apprehend all suspects involved in sexual assault cases without fear or favor. They stressed that it is the responsibility of every citizen to promote and protect children’s welfare and safety.
Kiira Regional Police spokesperson, SP James Mubi, reported that the victims revealed that Wandera had bought them Jolly Jus and chapati before committing the heinous acts.
The mother of the victims immediately reported the incident to the police, which led to Wandera’s arrest.
The community has expressed outrage and remains vigilant, demanding justice for the victims and their family.
Child abuse remains a significant challenge in Jinja, Busoga, and Uganda as a whole, taking various forms such as child labor, negligence, torture, and sexual abuse and exploitation—often perpetrated by those entrusted with the care of children.
To combat these issues, the Ugandan government introduced the National Child Policy 2020. Authored by the Ministry of Gender, Labour, and Social Development, the policy aims to coordinate efforts across different sectors to ensure the comprehensive protection and care of children, addressing the four cardinal rights of the child: survival, development, protection, and participation.
