Amuru District Launches Local Climate Adaptation Financing Project

Amuru: Amuru District has launched the Local Climate Adaptive Living (LoCAL) Facility, a climate financing mechanism designed to support locally led climate adaptation initiatives.
The project was launched on Wednesday, September 16, 2026, at Pawel Langetta in Opara Sub-county, Amuru District.
The launch was officiated by the Ambassador of Denmark to Uganda, H.E. Signe Winding Albjerg, alongside the Ambassador of Ireland to Uganda, H.E. Mags Gaynor, a representative of the Belgian Ambassador, the Head of the European Union Delegation in Uganda, representatives from the United Nations Capital Development Fund (UNCDF), government ministries and agencies, and other stakeholders.
Amuru District Resident District Commissioner, Oceng Geoffrey Osborne, said the programme has entered a new phase of expansion, with the Ministry of Local Government and UNCDF conducting national workshops to strengthen the capacity of participating districts and onboard additional local governments.
“The programme has entered a further phase of expansion this year, with the Ministry of Local Government and UNCDF conducting national workshops aimed at strengthening the capacity of existing participating districts while onboarding additional local governments,” Oceng said.
He said the LoCAL Facility has expanded from four pilot districts to 24 local governments in the 2026/27 financial year.
According to Oceng, more than 3.9 million US dollars has so far been invested in over 90 community resilience projects, while participating local governments have implemented locally led climate adaptation investments worth approximately 14 billion shillings.
“The LoCAL Facility has expanded from the original four pilot districts to 24 local governments by Financial Year 2026/27,” he said.
Amuru District was officially onboarded onto the LoCAL Climate Financing Project on March 19, 2026, alongside Kitgum, Nwoya and Agago districts.
The facility provides Performance-Based Climate Resilience Grants, technical assistance, capacity building, climate-risk assessments, participatory planning, climate-responsive budgeting, and monitoring of climate adaptation investments.
The programme uses existing government systems rather than establishing parallel local government structures, with the aim of strengthening institutional capacity, accountability and sustainability of climate adaptation investments at the local level.
