Shock as three Buliisa family members drown in dam

Buliisa: Residents of Kayira Cell in Kampala Ward, Biiso Town Council, Buliisa District, are in shock following the drowning of three people in a community dam.
The deceased have been identified as 26-year-old Jennifer Afoyochen, a peasant farmer, and two pupils of New Hope Primary School in Biiso Town Council, 14-year-old Stephen Jabira and 10-year-old Giramiya Nakachiye.
According to eyewitness Emmanuel Angei, the incident occurred on Saturday, August 22, 2026, at about 8:34 p.m.
Angei says Afoyochen had gone to the garden with her three children when Jabira went to the nearby dam to drink water. He reportedly slipped and fell into the water.

The incident was reported to police, who rushed to the scene.
Solomon Mugisa, the Albertine North Regional Community Liaison Officer and Acting Regional Police Spokesperson, confirmed the incident, saying it is being investigated at Biiso Police Station under SD/Ref: 32/22/08/2026 and GEF 42/2026.
Mugisa says police, together with the community, conducted a search and retrieved the bodies, which were taken to Buliisa Hospital mortuary for postmortem before being handed over to relatives for burial.
He says police inquiries are ongoing to establish the circumstances surrounding the incident. The scene was visited by the Scene of Crime Officer, other police officers and a doctor, while statements were obtained from independent eyewitnesses.
Mugisa added that the dam is commonly used by residents but had become slippery following rainfall.
He says the victims had no swimming skills, making it difficult for them to escape after falling into the water. Their other sibling, Debayo Christine, raised an alarm, attracting community members who attempted to rescue them.
