Balaam named Local Government Minister, Mugasa moves to Bunyoro Affairs as Museveni names new cabinet

 Kampala: President Yoweri Kaguta Museveni has unveiled Uganda’s new Cabinet for the 2026–2031 term, retaining several senior government officials while making a number of significant changes across key ministries.

The new Cabinet, released on Tuesday evening, confirms Jessica Rose Epel Alupo as Vice President and Robinah Nabbanja as Prime Minister and Leader of Government Business in Parliament, signaling continuity in the country’s top leadership.

Among the notable appointments is Balaam Barugahara, who has been named Minister for Local Government. Meanwhile, Grace Mary Mugasa has been transferred to the Office of the Prime Minister as State Minister for Bunyoro Affairs.

In the energy sector, former Energy Minister Ruth Nankabirwa has exited Cabinet and will serve as a Senior Presidential Advisor. She is replaced by Dr. Monica Musanza Musenero as Minister of Energy and Mineral Development.

Other key appointments include Henry Musasizi as Minister of Finance, Planning and Economic Development, Ambassador Adonia Ayebare as Minister of Foreign Affairs, Dr. Chris Baryomunsi retaining the Health docket, and Jane Ruth Aceng Ocero taking charge of the Ministry of Information, Communications Technology and National Guidance.

The Cabinet also introduces several new faces and reassigns a number of former ministers. Former Government Chief Whip Hamson Obua, former Trade Minister Francis Mwebesa and former State Minister Evelyn Anite have all been appointed Senior Presidential Advisors.

In another notable move, Dr. Kenneth Omona has been transferred from Cabinet to the diplomatic service and will serve as Uganda’s ambassador at a station yet to be announced.

The appointments are subject to the constitutional process and are expected to guide government policy and implementation during the 2026–2031 term.
