MTN Uganda Foundation hands over ICT Hub to Palabek Refugee Settlement

Lamwo: The MTN Uganda Foundation has handed over an Information and Communication Technology (ICT) Hub to Palabek Refugee Settlement in Lamwo District through the Office of the Prime Minister (OPM) and HAF-Uganda.
The handover, held on Friday, September 25, 2026, is part of the MTN Uganda Foundation’s digital access programme aimed at expanding access to digital services and skills among underserved communities.
Speaking during the handover ceremony, Francis Gimara, a member of the MTN Uganda Board, said the facility is intended to give young people access to technology and opportunities to develop digital skills.
“The ICT Hub is intended to provide young people with access to technology and opportunities to develop their digital skills,” Gimara said.
He urged the youth to prioritise education, utilise the facility to improve their technical knowledge and take responsibility for protecting the equipment.
Gimara said the facility is equipped with 12 computers, one year of free internet connectivity and a power backup system.
Felix Rubangakene, a representative of HAF-Uganda, said the facility is the first ICT Hub established in the settlement and will help address the growing demand for digital access among young people.
“We encourage the refugee community, particularly the youth, to use the facility responsibly and work together to maximise the opportunities it provides,” Rubangakene said.
He said the facility will provide a shared space where young people can acquire skills, access information and explore opportunities for economic empowerment.
Wilson Mugabe, the Deputy Commandant of Palabek Refugee Settlement, urged the youth to properly manage and protect the equipment while using the facility to acquire skills and reduce idleness.
Mugabe also encouraged young people to embrace peaceful coexistence within the settlement and with the host community.
Representing UNHCR, Johnson Ainebyoona committed to monitoring the utilisation of the ICT Hub and working closely with MTN Uganda to support its effective operation.
Palabek Refugee Settlement, located in Palabek Ogili Sub-county, Lamwo District, currently hosts more than 35,000 young people, according to officials who spoke during the handover.
