Masindi municipal town clerk roasted over vehicle procurement

Masindi: The Masindi Municipal Town Clerk, Mr. Daniel Kasala, has come under intense criticism from councilors for allegedly failing to produce procurement documents for a Toyota Hilux Double Cabin pickup reportedly bought by the municipal council.

In mid-September 2025, municipal authorities unveiled the new, numberless vehicle, said to have been purchased after repeated demands from councilors.

The vehicle, however, was delivered long after the town clerk had reportedly released funds for its procurement, and no supporting documents were made available.

After the vehicle remained parked at the municipal offices for nearly two months, a group of frustrated councilors on Tuesday stormed a Municipal Executive Committee meeting, attended by Kasala and demanded proof of procurement.

The confrontation disrupted the meeting, as the councilors locked the doors of the municipal chambers, preventing the town clerk from leaving.

Councilor Godfrey Musindi, representing Civic Ward, said the group took the drastic step after their repeated requests for the vehicle’s documentation were ignored.

“We decided to demand for the vehicle’s documents because the municipal leaders have ignored us for too long. It’s our mandate to demand accountability and ensure service delivery for our electorates,”
Musindi stated.

He also questioned why the town clerk and the speaker had failed to convene a council meeting for the past six months.

Councilor Robert Akugizibwe, representing Kijura Ward expressed disbelief that a supposedly procured vehicle could leave the bond without a number plate and remain unregistered for such a long period.

Councilor Abdulaziz Kisiringi accused the town clerk of failing to implement council resolutions, warning that Kasala should either produce the required documents, be transferred, or face dismissal.

Amid the chaos, Deputy Municipal Mayor Betty Kyomuhendo urged the councilors to calm down and allow the town clerk to respond formally to their concerns.

However, Councilor Peter Ndabi, representing Kikwanana Ward warned that if Kasala fails to present the vehicle’s documents before President Yoweri Museveni’s expected visit to Masindi next month, the councilors will stage a demonstration demanding accountability.

In his defense, Town Clerk Kasala maintained that the vehicle indeed belongs to Masindi Municipality, attributing the delay in registration to government bureaucracy.

“The vehicle is for Masindi Municipality. Its registration has been delayed due to administrative procedures. Those calling me a thief should go to court,”
Kasala said, adding that UGX 100 million has been paid for the vehicle, with an additional UGX 100 million pending.

He also revealed that his life is now in danger due to the controversy surrounding the vehicle’s procurement.
