FINALLY! Suspended Ntungamo HR officer hands over office amid probe into misconduct

Ntungamo: The interdicted Principal Human Resource Officer (PHRO) of Ntungamo District, Jennifer Muheirwe, has officially handed over her office, weeks after she was suspended over allegations of gross misconduct and abuse of office.
The handover took place on Thursday, June 5, 2025, under the supervision of Commissioner Jacob Nsubuga from the Ministry of Local Government, District Internal Auditor Caleb Natusiima, and other senior district officials.
The long-overdue transition was confirmed by Anthony Kushaba, the district’s communication officer, who announced that Naboth Ayebazibwe has now assumed the office.
“The handover was long overdue. We are hopeful that outstanding service delivery issues will now be addressed more efficiently,” Kushaba stated.
Muheirwe had reportedly been on the run since May 21, allegedly disappearing with office keys, and locking away critical documents and government property, thereby stalling operations at the district.
Her interdiction was ordered by Ben Kumumanya, the Permanent Secretary of the Ministry of Local Government, in a letter dated May 15, 2025, directing the Acting Chief Administrative Officer (CAO) Fidelis Kiiza to suspend Muheirwe to allow for an investigation into her conduct.
Muheirwe faces serious accusations, including the unauthorized reinstatement of six public servants who had been off duty for over a decade, without clearance from the Rewards and Sanctions Committee as required by policy.
The controversially reinstated officers include: Frank Kabireho, the Anesthetic Officer at Rwashamaire HC IV, Marion Tumanyane, the Assistant Health Officer at Kitwe HC IV, Julius Mbeine, an Enrolled Nurse at Rwoho HC II, Adrian Karuhanga, an Enrolled Nurse at Rukarango HC II, Jeremy Bimanyoha, an Enrolled Nurse at Kyamashwa HC II and Wilber Tumusiime, an Enrolled Nurse at Rwanda HC II.
According to CAO Fidelis Kiiza, Muheirwe used forged minutes purporting to be from the Rewards and Sanctions Committee to process the reinstatements. Committee members have denied ever holding such a meeting, lending weight to the forgery allegations.
In a separate case, Muheirwe is also accused of illegally upgrading Agojo Sarah Betty, a theatre assistant, from salary scale U6 to U5 without an appointment letter or clearance from the District Service Commission. She reportedly initiated a salary recovery plan from Agojo without following due process.
Muheirwe has been summoned to appear before the district’s Rewards and Sanctions Committee on June 12, 2025, according to a letter dated June 4. The hearing is expected to further scrutinize her actions as investigations proceed.
