Police officer shoots civilian dead in Kitgum

Kitgum: A police officer has been arrested for allegedly shooting and killing a civilian in Kitgum Municipality over the weekend.
The incident occurred at dawn on Saturday, May 3, 2025, in the Apollo Grounds Cell, Central Division.
The deceased has been identified as Opoka Christopher, 25, a resident of Mucwini West Sub-county in Kitgum District.
According to Inspector of Police (IP) Oloya Joe, the Public Relations Officer for Aswa East Region, the suspect is Superintendent of Police (SP) Bainomugisha Serito, 47, attached to the Aswa East Regional Police Headquarters and residing at Kitgum Police Barracks.
John Ngomkura, the LCI Chairperson of Apollo Grounds, confirmed that the body was discovered early Saturday morning, prompting immediate notification of the authorities.
Police recovered the suspected firearm, a pistol, from the officer, along with a cartridge retrieved at the scene. Both have been secured as part of ongoing investigations.
A source who requested anonymity alleged that the victim was unarmed and had been pleading on his knees before he was fatally shot a claim the police have not yet confirmed publicly.
IP Oloya stated that SP Bainomugisha is currently in police custody and investigations are ongoing to establish the circumstances surrounding the fatal shooting.
The incident has sparked concern among residents and rights advocates, who are calling for transparency and accountability in the handling of the case.
