Police officer sentenced for violating presidential executive orders
He appeared in the Regional Disciplinary Standby Court on charges of discreditable and irregular conduct, and despite his guilty plea, he was sentenced to severe reprimand.
Kitgum: A police officer identified as Olweny Charles was sentenced to severe reprimand and fined one-third of his monthly gross salary on Friday, May 31st, 2024, for violating presidential executive orders.

According to ACP Katungwesi, Olweny Charles, a 41-year-old police driver, was charged with discreditable and irregular conduct under Section 45, Code 12 of the Police Act 303.
The charges followed his interception on Tuesday, May 28th, 2024, at the Ogul Police Checkpoint in Namokora North Subcounty, Kitgum District. Charles was found with 83 bags of charcoal loaded in a police Isuzu truck with registration number UP 9570, allegedly heading to Gulu City.
The truck had previously delivered cement and iron sheets from police duty-free shops to staff homes in Orom Subcounty, Kitgum District.
ACP Katungwesi reported that Charles was subsequently arrested and detained at Namokora Police Station for dealing in illegal forest products, a violation of Presidential Executive Order Number 3, which bans commercial charcoal businesses in Northern Uganda.
The case was recorded under SD Reference Number 09/28/05/24. He says the suspect was later transferred to Kitgum Central Police Station and Aswa East Region, where he appeared in the Regional Disciplinary Standby Court on charges of discreditable and irregular conduct, and despite his guilty plea, he was sentenced to severe reprimand.
ACP Katungwesi confirmed that the 83 bags of charcoal were handed over to the District Forest Officer in Kitgum for final disposal, and the vehicle was returned to Aswa West Region in Gulu.
He reiterated the Uganda Police Force’s commitment to upholding the law, stating that no one is above the law and any violations by individual members will be dealt with accordingly.
