Nebbi cruel man tortures 12-year-old daughter to coma
Apparently, the 12-year-old is receiving treatment at Parombo Health Center III, in Nebbi District.
Nebbi: Walter Ocan, a resident of Jupudeba Village, Pagwata North Parish, Acana Sub County, Nebbi District is on the run, after torturing his 12-year-old daughter to nearly death on February 10, 2025.
The child’s grandfather Isaac Wacal, a teacher of Akworo Secondary School, took the incident to public domain upon sharing on social media the hair-raising gruesome picture of the 12-year-old girl, tied using a rope looking so weak, helpless and left for dead.
Local leaders reported that the child faced the wrath of his errant father, upon returning after she disappeared from home for some days due to unfriendly living condition at home, exacerbated by the father’s violence against them.
In an interview with this publication on Monday, Wacal explained that the errant father pounced on the child, who returned home after disappearing for some days.
“He locked up the child inside his house and started beating her simply because she was staying in the neighborhood with her friends, when we forced ourselves inside, we found him beating up the child mercilessly upon tying her with a rope, we pulled the child outside as he wanted to continue with the beating, after bringing the child outside, I first took picture of the child and shared on social media immediately.”
It’s alleged that Walter Ocan has record of persistent violence against his children and their mother. Local leaders say he recently tortured his wife over unclear reasons.
David Oryema, the LCI chairperson of Jupudeba Village, Pagwata North Parish confirmed the incident stating that Ocan tortured the child’s genital badly, and she is currently struggling to urinate.
‘’I informed police and also registered the case at Parombu Police Post in Parombu town council, immediately upon confirming the incident but the suspect fled to the woods,’’ said Oryema.
He added that Police Officers from Parombu swung into action upon issuing police medical form to the Victim’s mother.
“We immediately reported the matter to Police but the suspect fled upon seeing police from a distance, we are waiting for him and if he returns, we shall take him to police, this is not the first time he is beating up his family members ” Oryema explained.

Many people on Greater Nebbi have with remorse and frustration reacted about the incident on social media platforms, calling for immediate intervention from Authorities.
Getting immediate response from Nebbi Police department proved futile.
The glaring incident point out an uptick in cases of violence against children at homes and many cases remained unreported.
Last month, Police in Arua district arrested a woman from Embeva village, for reportedly torturing and inflicting burns on the genitals of her 4-year-old daughter for urinating on clothes.
Last year, a father dipped his son’s hand in the fire, after the boy consumed cooked beans for lunch in Nyapea Sub County, Zombo District.
Most children in Uganda have experienced physical violence that threatens and halts their holistic and positive development 59 per cent of girls and 68 per cent of boys. Gender-based violence and sexual violence are also pervasive, with some 35 per cent of girls and 17 per cent of boys having experienced sexual violence during childhood according to a recent study published by UNICEF.
By 2025, Uganda’s Child Protection Programme aims to free all children from all forms of violence, abuse, neglect and exploitation, including harmful practices, and realize their right to legal identity, by strengthening legislative, policy, budgetary and institutional frameworks.
