Minister Babalanda directed to disclose the qualifications of appointed assistant RDCs

Kampala: The Speaker of Parliament Anita Among has directed the Minister for Presidency Milly Babalanda by tomorrow Wednesday April 24, 2024 to table a report in parliament stipulating the caliber and qualifications of the recently appointed Assistant Resident City Commissioners and Resident District Commissioners.
This is after the Leader of Opposition, Joel Ssenyonyi, raised a matter of concern in the house, saying the quality and morals of the appointed assistant RCCs and RDCs were wanting and questionable, citing one Yiga Kisakyamuka, who at one time abused the Kabaka of Buganda, Ronald Muwenda Mutebi II.
He has challenged the government for appointing more public officers, yet the same government is advocating rationalizing government agencies and entities to cut public expenditures.
In response, the Speaker Among also requested the Minister for Presidency Babalanda to stop appointing and deploying RCCs and RDCs in the areas of their residence, saying that they use it as an opportunity to compete with the sitting area MPs.
The speaker also advised Minister Babalanda to be mindful of Article 203 of the constitution, which states that anyone to be appointed an RDC or RCC shall be a citizen of Uganda and qualify to be a member of parliament.
