PS Kumumanya directs interdiction of 12 Buliisa district officials
“These issues have significantly compromised service delivery in both local governments,” the letter stated.
Buliisa: The Permanent Secretary in the Ministry of Local Government, Ben Kumumanya, has directed the immediate interdiction of 12 civil servants in Buliisa District to pave the way for investigations into alleged misconduct, abuse of office and possible financial impropriety.
The directive follows a visit to Masindi by the Minister of Local Government, Balaam Barugahara, on October 8, 2026, during which concerns were raised about alleged corruption and irregularities in Buliisa and other local governments.
In a letter dated October 14, 2026, addressed to Buliisa District Chief Administrative Officer (CAO), Prof. Levi Musinguzi, Kumumanya cited gross negligence of duty, abuse of office, mismanagement of public resources and possible financial impropriety among the issues discussed during a meeting with local government officials.
“These issues have significantly compromised service delivery in both local governments,” the letter stated.
Kumumanya directed the accounting officer to interdict the affected officials to allow investigations by the State House Anti-Corruption Unit (SHACU) and other relevant government agencies.
“Accordingly, it has been decided that the above mentioned officers be interdicted to pave the way for investigations by the State House Anti-Corruption Unit (SHACU) and other relevant government agencies,” the letter reads.
He further instructed the CAO and the Town Clerk to implement the interdictions immediately in accordance with Section F-s 14 of the Public Service Standing Orders, 2021, as cited in the letter.
The officials named in the directive include Tyson Kiiza Kasangaki, the District Education Officer; Moses Wandera, the Chief Finance Officer; Benard Baguma, the District Natural Resources Officer; Titus Sabiiti, the Acting District Health Officer; and Siraj Asiimwe, the Acting District Engineer.
Others are Joseline Mulinzi, the Secretary of the District Service Commission; Gilbert Tibasiima, the Secretary of the District Land Board; Ronald Kasaija, the Senior Procurement Officer; and Maurice Wakame, the District Water Officer.
The list also includes Nestus Deo Balikenda, head teacher of Kisiabi Primary School; Richard Mugisa, head teacher of Wanseko Town Primary School; and Ivan Muhumuza, a Parish Chief.
The interdictions are intended to facilitate investigations into the allegations. The directive does not, in itself, establish wrongdoing by the affected officials.
When contacted, Buliisa District Chief Administrative Officer (CAO), Prof. Levi Musinguzi said he had not yet officially received the communication but was ready to act once it reached his office.
“I haven’t received it officially, but it’s what I am waiting for so that an action is taken. Immediately I get it, an action will be taken,” he said.
