Minister Aber launches report on impact of bicycles on refugees in Uganda

“Mobility is a practical tool for promoting dignity, resilience and self-reliance,” Aber noted.

Kampala: The Minister of State for Relief, Disaster Preparedness and Refugees, Lillian Aber, has launched a report highlighting the impact of bicycles on refugees and host communities in Uganda.

The report, titled Buffalo Bicycles’ Impact on Refugees and Host Communities in Uganda, was launched on Wednesday, October 14, 2026, at Mestil Hotel in Nsambya, Kampala, alongside an accompanying policy brief.

The report examines how bicycles are improving access to education, healthcare and livelihood opportunities among refugees and host communities, particularly in Bidi Bidi, Nakivale, Palabek and Adjumani refugee settlements.

Speaking during the launch, Aber said the government recognises mobility as a practical tool for promoting dignity, resilience and self-reliance among refugees and their host communities.

“Mobility is a practical tool for promoting dignity, resilience and self-reliance,” Aber noted.

She commended World Bicycle Relief, Buffalo Bicycles Uganda and other humanitarian and development partners for their contribution to improving the welfare of refugees and strengthening relations with host communities.

The minister said such initiatives contribute to refugee protection and peaceful coexistence by helping communities overcome transportation challenges that often limit access to essential services and economic opportunities.

The report underscores the potential of bicycles to ease movement for learners, patients and people engaged in livelihood activities, particularly in areas where long distances and limited transport options pose challenges.

Uganda hosts refugees from several countries and continues to work with humanitarian and development partners to improve their access to essential services and support their integration with host communities.

The findings and accompanying policy brief are expected to inform discussions on mobility and its role in refugee response, community resilience and sustainable livelihoods.
