Ntungamo RDC, Secretary in arms over two chickens

Ntungamo: A dispute between the Resident District Commissioner (RDC) for Ntungamo District and her office secretary has escalated after the RDC reported the secretary to the Office of the President over the alleged mishandling of two chickens delivered to her office as a gift.

According to a letter dated July 7, 2026, seen by our reporter and signed by the RDC, Ms. Mugisha accuses her secretary, identified as Judith Tukahirwa, of misconduct and requests the intervention of the Human Resource Department in the Office of the President.

In the letter, the RDC says that despite several verbal warnings and guidance intended to improve the secretary’s conduct, her behavior has continued to deteriorate.

The complaint stems from an incident that allegedly occurred on July 6, 2026, which the RDC describes as a breach of professionalism and trust.

According to the letter, Ms. Batabara Jackline visited the RDC’s office to deliver two chickens as a token of appreciation for assistance the RDC had allegedly provided in a court matter involving Ms. Batabara’s biological son.

Since the RDC was away from the office at the time, the chickens were handed to the secretary for safekeeping. However, the RDC alleges that instead of keeping the gifts until her return, the secretary took them without her knowledge or permission.

“The secretary’s actions demonstrate a lack of professionalism, integrity and respect, contrary to the standards expected of a public officer,” the RDC states in her letter.

Ms. Mugisha has asked the Office of the President to investigate the matter and take appropriate disciplinary action in accordance with the institution’s policies and procedures.

Speaking to this publication. Ms. Batabara Jackline confirmed delivering the two hens to the RDC’s office.

“I bought one hen at UGX 60,000 and the other at UGX 40,000. I handed them to the secretary because the RDC was not in the office,” Batabara said.

Batabara also claimed she witnessed disagreements between the RDC and the secretary while at the office.

“The secretary told me the RDC was badly behaved and that there were plans to dismiss my son,” she alleged.

Efforts to obtain a comment from the secretary were unsuccessful, as her known telephone contacts were switched off by the time this story was filed.

The allegations against the secretary remain unverified, and no response had been received from the Office of the President regarding the complaint by the time of publication.
