Minister Balaam vows to crackdown on corruption in local governments

Barugahara pledged to work transparently while focusing on improving service delivery, eliminating corruption, and ensuring government funds directly benefit citizens.

Masindi: Newly appointed Minister for Local Government Balaam Barugahara has pledged to improve service delivery, eliminate corruption, and ensure government programs benefit ordinary Ugandans.

Speaking to journalists, Barugahara said his ministry will prioritize ensuring that Parish Development Model funds reach the intended beneficiaries. He also unveiled “Operation Changing Everyone,” a plan aimed at transferring long-serving civil servants and introducing biometric entry systems in local governments.

Barugahara warned that he would not tolerate civil servants who report late for work or leave office early. He added that he would work closely with State Minister Justine Nameere to follow up on government funds and improve service delivery across the country.

The minister also emphasized accountability and transparency, saying wastage and laziness in local governments must stop. According to Barugahara, some civil servants have overstayed in certain districts for nearly 20 years, which has negatively affected service delivery.

Barugahara further said they would work tirelessly to improve services and thanked President Yoweri Kaguta Museveni and the Chief of Defence Forces, Muhoozi Kainerugaba, for appointing and mentoring him. He also appreciated his parents for supporting and preparing him for the future.

He thanked the President for elevating him from the position of State Minister for Children and Youth Affairs and for entrusting him with the new office. Barugahara pledged to work transparently while focusing on improving service delivery, eliminating corruption, and ensuring government funds directly benefit citizens.

According to Barugahara, government will mobilize all communities during what he described as a transition aimed at improving service delivery, fighting corruption, promoting transparency, and strengthening accountability.

Barugahara also warned corrupt civil servants that they would not be tolerated. He said he would closely monitor government programs, especially the Parish Development Model, noting that although government has injected huge sums of money into the program to fight poverty, some parishes claim they have never received the funds.
