Kabarole officials tipped on strengthening PDM SACCO leadership

It brought together key stakeholders including heads of departments and sections, sub-county chiefs, town clerks, Community Development Officers (CDOs), parish chiefs, and other technical staff.

Kabarole: Kabarole District has conducted a one-day training aimed at disseminating the State of the Parish Economy and Assets Report (SPEAR), strengthening data management, and enhancing leadership within Parish Development Model (PDM) SACCOs across the district.

The training, held on Wednesday at the district headquarters in Kitumba, was spearheaded by the District PDM Focal Person, Mr. Kenneth Muzoora, alongside the District Planner, Mr. Binta Robert. It brought together key stakeholders including heads of departments and sections, sub-county chiefs, town clerks, Community Development Officers (CDOs), parish chiefs, and other technical staff.

The session focused on equipping participants with practical knowledge and strategies to improve parish-level data management, coordination, accountability, and effective service delivery under the PDM framework. Participants were guided on how to utilize SPEAR reports as a critical tool for planning, monitoring, and evaluating parish development interventions.

Mr. Muzoora emphasized the need for strong and transparent leadership within PDM SACCOs, noting that effective governance is essential for building trust among beneficiaries and ensuring the success of the programme. He highlighted key practices including proper record-keeping, regular member engagement, accountability mechanisms, and continuous monitoring of SACCO activities at the parish level.

On his part, Mr. Binta Robert underscored the importance of SPEAR reports in informing evidence-based planning and budgeting. He urged parish chiefs and technical officers to prioritize timely and accurate data collection, warning that poor data quality undermines decision-making and proper resource allocation.

In his opening remarks, the Assistant Chief Administrative Officer (CAO), Mr. Mugarra Marvin, expressed optimism that the training would strengthen teamwork and improve the implementation of PDM activities across the district. He stressed that coordinated efforts are essential to boosting household incomes and driving socio-economic transformation.

Mr. Mugarra also reminded public officers to declare their assets to the Inspectorate of Government (IG) before the April 30, 2026 deadline, cautioning that failure to comply could lead to prosecution before the IGG Tribunal.

Meanwhile, the Deputy Resident District Commissioner (RDC) for Kabarole, Madam Jane Benuza, warned parish chiefs and PDM SACCO leaders against extortion and misuse of funds. She urged them to uphold integrity and accountability to ensure the programme achieves its intended impact.

Madam Benuza further raised concern over increasing cases of domestic violence within communities, noting that men have also become victims. She called for dialogue, mutual respect, and peaceful conflict resolution to build stable households capable of participating in development programmes.

The training is part of ongoing district efforts to strengthen the implementation of the Parish Development Model, improve grassroots service delivery, and ensure communities fully benefit from government poverty eradication initiatives.
