IGP Byakagaba pledges support to Bugisu Cultural Institution

Mbale: The Inspector General of Police (IGP), Abas Byakagaba, has pledged to strengthen ties with the Bugisu cultural institution by committing to the construction of four housing units for royal guards at the Mutoto cultural site.
This development was revealed by Steven Masiga, the spokesperson of the Bugisu cultural institution.
During a meeting with His Highness the Umukuka III, Jude Mike Mudoma, the IGP affirmed the Uganda Police Force’s commitment to working closely with the cultural institution on matters of community policing and maintaining law and order in the Bugisu region.
IGP Byakagaba emphasized the critical role of cultural institutions, stating, “Cultural institutions are the custodians of morality, customs, and norms. When morality breaks down, crime escalates. That is why we must support and involve these institutions in our policing programs.”
He linked the concept of community policing to its historical roots, noting that it dates back to the 1830s and is closely associated with Sir Robert Peel, the founder of modern policing.
In response, Umukuka Jude Mike Mudoma welcomed the strengthened collaboration with the Uganda Police, highlighting the existing positive relationship with enforcement units in the region. He praised their guidance and continued support on key community matters.
The Umukuka specifically commended the efforts of Regional Police Officer Elgon, SSP Samuel Asiimwe; Police Surgeon Elgon, ACP Dr. Barnabas Rubanza; Regional CID, SSP Monday Agaba; and all District Police Commanders (DPCs), among others.
Additionally, he appealed to the IGP to extend support in equipping clan chairpersons and cultural ministers with skills in community policing to further enhance grassroots security and cooperation.
The meeting between the IGP and the Umukuka took place on the sidelines of Uganda’s Independence Day celebrations on 9th October.
