ENABEL unveils draft master plans for multi-billion school development project in Kitgum

These activities are expected to prepare the schools for the implementation phase and ensure proper upkeep of the new infrastructure.

Kitgum: ENABEL, the Belgian development agency in Uganda, has unveiled draft master plans for a major infrastructure development project targeting two secondary schools in Kitgum District: Archbishop Janani Luwum Memorial College and Omiya Anyima Seed Secondary School.

The plans were presented recently ahead of the official commencement of a multi-billion shilling development initiative aimed at transforming the learning environment in both institutions.

According to Mr. Okao Robert, Headteacher of Archbishop Janani Luwum Memorial College, the project seeks to significantly enhance infrastructure, including modern classrooms, ICT labs, libraries, and dormitories.

 The draft master plans were developed following a series of surveys and stakeholder prioritization meetings.

A representative from the Ministry of Education and Sports’ Engineering Department, identified only as Hida, praised the collaboration with ENABEL, describing it as a “milestone in educational development.” Hida further noted that the master plans represent a 50-year development roadmap, ensuring long-term sustainability and growth for the schools.

Mrs. Gwokyala Joy, representing Creations Consults Africa Limited, the consultancy firm behind the drafting of the master plans, lauded the active engagement from school leadership.

She confirmed that the final versions of the master plans would be presented soon, following feedback from the recent consultations.

Mr. Aggrey Frank Waibale, Head of Infrastructure at ENABEL Uganda, outlined the next phases of the project, which include; training of maintenance committees, occupational safety training and waste management sessions.

These activities are expected to prepare the schools for the implementation phase and ensure proper upkeep of the new infrastructure.

Mr. Okumu Amos Awira, Deputy Chairperson of the Board of Governors at Archbishop Janani Luwum Memorial College, welcomed the project, noting the school’s recent achievement of launching A-Level education.

However, he emphasized the urgent need for permanent dormitories and praised ENABEL’s transparency and community engagement.

Kitgum District LCV Chairperson, Hon. Arwai Christopher Obol, also applauded the support from the donor community.

He described the master plans as “pillars of development”, and assured ENABEL of the district’s full cooperation in seeing the project through to completion.

UGX 2.2 Billion Investment in Each School

Under the new development project, each school is expected to receive infrastructure upgrades worth over UGX 2.2 billion. Planned developments include; construction of modern administration blocks, ICT laboratories, libraries, dormitories and renovation of existing structures.

The initiative marks a significant step forward in improving education standards and learning environments in Kitgum District and is expected to benefit hundreds of students for generations to come.
