Former Jinja City Education Officer Arrested Over Suspected Ritual Murder

Jinja: The former Jinja City Education Officer, Amina Mutesi, has been arrested along with other suspects in connection with the murder of a woman in what authorities suspect to be a ritual sacrifice.
According to police investigations, in April 2025, Mutesi allegedly approached a casual worker in her neighborhood in Njeru Division, Buikwe District, requesting his assistance in procuring a human being for a ritual.
The man reportedly discussed the UGX 3 million offer with a colleague, and together they contacted Jessica Mutesi, a resident of Kikalamoja, Walukuba East, Jinja City.
Jessica, unaware of the deadly plot, accepted transport money and traveled to meet the pair. She was taken to Amina Mutesi’s residence, where she spent the night in the boys’ quarters with the two men. Tragically, the following night, she was allegedly strangled to death and secretly buried within the premises.
SP James Mubi, spokesperson for the Kiira Regional Police, stated that Amina Mutesi had promised to pay the men UGX 3 million upon completion of the act. However, she allegedly only paid them UGX 500,000, leading to persistent, though unsuccessful, demands for the remaining sum.
In mid-May 2025, the victim’s family reported a suspected kidnapping and ransom demand to Walukuba Police Station, sparking a full-scale investigation.
Authorities say the case quickly unraveled as key suspects were arrested and confessed to luring the victim to Mutesi’s home under false pretenses, then killing her on Mutesi’s orders.
The suspects will be transferred to Njeru Police Station, under the Sezzibwa policing region, where the alleged crime occurred.
SP Mubi praised the investigative efforts, emphasizing the commitment of the police to combat ritual murders.
“As police, we assure the public of full protection and continued commitment to arresting individuals who view human beings as objects for sacrifice,” said Mubi.
“We are intensifying community-based strategies to prevent and respond to cases of ritual murders and other serious crimes.”
The Kiira Regional Police Command, under the leadership of SSP Charles Nsaba, has received widespread commendation for its swift and professional response to the case.
