Kiira region bids farewell to CID Chief Agaba, welcomes new leadership
They praised his strategic partnerships and collaborative spirit in addressing crime and strengthening governance.

Jinja: Residents of the Kiira Region, along with the joint security management team led by Regional Police Commander (RPC) SSP Charles Nsaba, have paid tribute to SSP Dr. Monday Johnson Agaba for his exceptional leadership and service during his tenure as the Regional CID Officer.
The heartfelt send-off took place on the evening of Wednesday, May 28, during a colorful and well-attended official handover ceremony at the Kiira Regional Police Headquarters in Jinja.
Dr. Monday was lauded for his vision, professionalism, impartiality, and commitment to justice and human rights, which earned him deep respect across security agencies, civil society, the media, and the general public.
“Dr. Monday has been instrumental in ensuring effective and efficient case file management and creating a positive work environment that will continue even after his departure,” said RPC SSP Charles Nsaba.
“It will take time for the Kiira Regional Police Command to adjust to his absence,” added Regional HR Specialist SSP Andrew Muzira.
Throughout his tenure, Dr. Monday played a pivotal role in reducing capital offences such as murder, aggravated torture, robbery, and human trafficking.
He also championed the fight against gender-based violence and violence against children, while fostering inter-agency collaboration and respect for human rights.
Notably, his commitment to justice was highlighted by his tireless efforts in high-profile cases, including the alleged murder of a street man by a fisheries officer from Nakaseke District, as recalled by Reacheal Wambuzi, a journalist with Uganda Radio Network (URN).
Dr. Monday’s leadership was recognized by a wide spectrum of stakeholders, including the media, NGOs, civil society, political and religious leaders, the Directorate of Public Prosecutions (DPP), and the Judiciary.
They praised his strategic partnerships and collaborative spirit in addressing crime and strengthening governance.
In his farewell remarks, Dr. Monday extended his appreciation to the media fraternity in Jinja and Busoga Sub-region, recognizing them for their objectivity, commitment to transparency, and support for government initiatives, including the Parish Development Model (PDM).
“Jinja has very supportive, hardworking, and committed journalists with a transformative mindset,” he noted.
He also thanked Inspector General of Police (IGP) Abbas Byakagaba, Director CID AIGP Tom Magambo, and his immediate supervisor RPC SSP Charles Nsaba for their guidance and trust throughout his service.
“To all my colleagues and the entire security team—thank you for your teamwork and dedication. I urge you to extend the same support to my successor,” he concluded.
Dr. Monday now moves to the Elgon Region in the same capacity. He will be succeeded in Kiira Region by D/SSP Milton Beigumamu.
According to SP James Mubi, the Kiira Region Police Spokesperson, several other notable transfers and appointments have also been made including; SP Victoria Namuli, Regional Community Liaison Officer (CLO), SP Robert Mbabazi, Regional Logistics Officer, D/SP Patrick Okello – Deputy Regional CID Officer, D/SP Loy Gift Namono, OC CID, CPS Jinja Central, D/SP James Ngwede, the OC CID, Kiira North (Buwenge), D/ASP Eseza Nabutono, the Regional CID Staff, ASP Rogers Namanya, OC Traffic, CPS Jinja Central
“Our heartfelt congratulations to all the incoming and outgoing officers on their well-deserved appointments. We wish them all the best in their future endeavors,” SP Mubi said.
The Kiira Region security community expressed optimism that the new leadership will build on the strong foundation laid by Dr. Monday and continue enhancing public safety and professional policing in the region.
