Four suspects detained in Nebbi over quarantine breach

Veterinary officials inspected the confiscated meat and deemed it safe for human consumption.

Nebbi: Authorities in Nebbi District have arrested four individuals for violating animal quarantine restrictions, following a crackdown on illegal meat trade operations.

The arrests took place at approximately 7:30 a.m. on May 3, 2025, in Oryang Cell, Forest Ward, Thatha Division, and Arumkeng Cell, Nebbi Hill Ward, Abindu Division, within Nebbi Municipality.

According to a statement issued by SP Collins Asea, the West Nile Regional Police Spokesperson, the suspects Odakgiu Muzamil Swaibu, 63; Owachgiu Desmond, 29; Ojur Sam, 38; and a fourth, unnamed individual all residents of the area, were apprehended for allegedly slaughtering and selling meat in defiance of a district-wide quarantine.

The quarantine, imposed in February 2025 under Sections 11 and 25 of the Animals and Diseases Act, was enacted to control the spread of foot-and-mouth disease, a highly contagious livestock illness affecting the region.

Veterinary officials inspected the confiscated meat and deemed it safe for human consumption. The meat was subsequently donated to local charities. Authorities noted that all evidence, including photographs and the meat itself, was documented and disposed of according to veterinary protocols.

The case has been logged at Nebbi Central Police Station under references SD18/03/05/2025, SD19/03/05/2025, CRB174/2025, and CRB175/2025.

SP Asea confirmed that witness and suspect statements have been recorded, and a veterinary autopsy report is pending. The suspects remain in custody as investigations continue.

“The police will continue to enforce quarantine regulations strictly to protect public health and ensure the safety of livestock,” SP Asea emphasized.
