Who deserves the title of Mama Bugisu? A debate on leadership and influence

Mbale: In Teso, the debate over who should hold the title of Mama Teso remains unresolved, with supporters of Rt. Hon. Anita Among, the current Speaker of the Ugandan Parliament, believing she is the most suitable candidate.

In contrast, the title of Mama Busoga has long been settled, with Rt. Hon. Rebecca Kadaga reigning supreme for over twenty years, owing to her strong political and developmental influence across the region.
Traditionally, the title of Mama Bugisu is bestowed upon a powerful female politician, academic scholar, or philanthropist who has significantly contributed to the political, social, economic, and academic advancement of Bugisu beyond their district of origin.
Bugisu comprises seven districts; Bududa, Mbale Rural, Mbale City, Manafwa, Namisindwa, Sironko, and Bulambuli. The holder of this prestigious title must demonstrate influence that transcends these local boundaries and reaches national or even international levels.
Qualities of a Potential Mama Bugisu
For one to be recognized as Mama Bugisu, they must:
- Protect and Advocate for Bugisu – Engage in policy matters that benefit the entire Bugisu region.
- Possess Political, Social, and Economic Influence – Extend their impact beyond their district to benefit the wider Bamasaaba community.
- Control or Influence Budgets at the National Level – Effective leaders often hold positions that allow them to direct resources toward their communities.
- Demonstrate Philanthropy and Leadership – Engage in charity work and support various groups beyond political interests.
- Have a Strong National and Global Presence – Influence politics, academia, and development projects both in Uganda and internationally.
Such a title comes with great responsibilities and should not be given to individuals who lack widespread influence.
Among the notable names under consideration for Mama Bugisu are:
- Beatrice Wabudeya – Former Minister for the Presidency, credited with deploying several Bamasaaba as Resident District Commissioners (RDCs).
- Florence Wakoko – An academic at Columbus State University, USA, who has significantly contributed to the development of Masaabaland. Despite living abroad, she remains deeply engaged with the Bamasaaba community, even hosting the Umukuka (cultural leader) in the U.S.
- Ambassador Angelina Wapakhabulo – Renowned for her charitable contributions to Cure Hospital and financial support for needy students, without expecting political rewards.
- Irene Manghali – A former RDC of Manafwa and a founding member of the Yellow Girls Movement, currently serving as a mobilizer in Inzu Ya Masaaba. She has strong political ties with President Museveni, Kenyan President William Ruto, Kenyan Speaker Moses Wetangula, and Ugandan PM Robinah Nabbanja.
- Lydia Wanyoto – A Presidential Advisor and Member of the NRM Central Executive Committee (CEC), with significant influence at the national level.
- Goretti Kitutu – The Woman MP for Manafwa and a key political figure in the region.
- Lady Justice Catherine Bamugemereire – A Supreme Court judge, known for her legal expertise and contributions to justice in Uganda.
- Mary Wasagali – A member of the Equal Opportunities Commission, tasked with eliminating disparities in public service.
- Justine Khainza – Former Woman MP for Bududa District, who has contributed to the region’s development.
- Florence Nambozo – State Minister for Karamoja Affairs, with growing influence in Bugisu and beyond.
While politicians dominate the discussion, the Mama Bugisu title should not be restricted to political figures alone. It should also recognize academics, philanthropists, and professionals who have demonstrated a commitment to the development of Bugisu as a whole.
However, many current female politicians in Bugisu struggle to extend their influence beyond their districts. Unlike Rt. Hon. Kadaga, who has ruled Busoga politics for two decades, most of Bugisu’s female politicians are limited to their home districts and lack the regional impact needed for such a title.
To qualify as Mama Bugisu, one must not be selfish (“Mukono Gamu”) but should be willing to support various groups and individuals across Bugisu. Holding this title comes with immense benefits, including commanding national respect in government and beyond.
The title of Mama Bugisu remains open, and while several names have emerged, the final choice should be based on merit, regional influence, and a strong commitment to Bugisu’s development.
The debate continues, but whoever assumes this prestigious title must prove that she can truly envelope the entire Masaabaland with her influence and contributions.
