Kiira region ranked most effective in crime prevention in Busoga sub-region

Kiira: The Kiira Region has been ranked as the most effective in crime prevention across the Busoga Sub-Region, according to estimates from the Regional Authoritative Joint Intelligence Committee for 2024.
Buyende District, from the Busoga North region, secured the second position.
The Regional Internal Security Officer (RISO) for Busoga Sub-Region, Lt. Jonathan Ibingira Rutabingwa, attributed this achievement to joint security operations, continuous monitoring, and intelligence-led crime prevention efforts.
As a result, combative crimes such as armed robberies and organized criminal activities have significantly decreased.
These remarks were made during the Regional Joint Operations Command (R/JOC) meeting held at Jinja City Chambers on Wednesday, February 26, 2025.
The meeting was chaired by Kiira Regional Police Commander (RPC), SSP Charles Nsaba, and co-chaired by Jinja City Resident City Commissioner (RCC), Mr. Richard Gulume.
In his address, RPC Nsaba provided an update on the current security situation and reaffirmed the police’s commitment to intensifying intelligence-led operations.
“We are against mass arrests. We do not judge performance by the number of people arrested, as this can tarnish the reputation of the police and government by resulting in the wrongful detention of innocent people,” he stated.
RCC Gulume emphasized the importance of intelligence sharing in fighting violent crimes, including terrorism, armed robbery, human trafficking, aggravated defilement, and torture.
He also pledged to tackle the growing challenge of marijuana cultivation in Butiki (Jinja City) and Kagogwa (Jinja District).
Additionally, he urged security forces to maintain professional conduct before, during, and after the electoral process.
Jinja District RDC, Michael Kibwika, stressed that proper coordination among security forces is key to effective law enforcement.
He also warned against hate speech and propaganda targeting security officers and the government, particularly on radio and social media platforms like TikTok and the rise of radicalized groups, locally known as “Gaali,” allegedly formed by aspiring politicians.

According to the Annual Crime Report (ACR) 2024, presented by Regional CID Officer, SSP Dr. Monday Johnson Agaba, Kiira Region recorded 4,093 criminal cases in 2024, down from 4,155 cases in 2023 – a reduction of 62 cases.
Dr. Agaba reaffirmed efforts to combat defilement, rape, land disputes, economic crimes, and the eradication of marijuana plantations in Butiki and Kagogwa.
He also highlighted the crucial role of police dogs in providing corroborative evidence for capital offenses, stating that securing convictions without their support would be challenging.
Regional Traffic Officer (RTO), SP Marble Asingwire, reported alarming traffic statistics from the Annual Crime Traffic Report stating that the likelihood of fatal accidents in Uganda is highest from Friday to Monday, with Sundays being the deadliest, over speeding, reckless overtaking, and alcohol consumption are the primary causes.
While fatal accidents have declined along the Jinja-Kamuli road, concerns remain over rising accidents along the Jinja-Iganga highway, particularly from Wanyange to Wandago in Magamaga Town Council, Mayuge District.
To improve road safety, SP Asingwire recommended appointing focal persons at all boda boda stages, enhancing community engagement, stricter enforcement of traffic regulations and advocating for custodial sentences for traffic offenders.
The R/JOC meeting brought together representatives from all security agencies, including; Major Kenneth Karokora, representing Busoga Sub-Region Cantonment Commander, Brig. Gen. Emmanuel Kanyesigye, SP Andrew Ochwo, representing RPC Prisons, SSP Deogracious Ogwapit, Regional Heads of Departments (HODs), District Police Commanders (DPCs), and Officers-in-Charge (OCs) of specialized units.
The meeting underscored collaborative efforts in ensuring security, reducing crime, and addressing emerging threats in the Kiira Region and the wider Busoga Sub-Region.
