Understaffing cripples service delivery in Hoima

Hoima: The Hoima East city division is grappling with understaffing challenges that are seriously affecting service delivery in the division.

This was revealed by Hoima East city division town clerk Morris Obwona Haxvier during the division budget conference for financial year 2024/2025 held at Mparo guest apartments.

Obwona says the budget conference is very important because it helps in assessment, but at times all priorities in the budget are not implemented due to financial challenges since local revenue is not enough. Human resources is also another challenge, saying that out of 11 departments, only the division has four.

Racheal Abesiga, the senior revenue officer for Hoima East city division, says the financial report says local revenue collection has improved compared to last year’s first quarter, which collected UGX 126,433,150, but in this quarter they have collected  shillings 214,318,026.

Abesiga noted that as a department, they are also facing challenges of understaffing, hostility from tax payers, and having no enforcement staff to help in revenue collection and mobilization.

She adds that they also have challenges with inadequate transport and logistics.

Bosco Muhanuzi, the Hoima East city division mayor, says the town clerk has the obligation to look for the remaining heads of departments because, at the end of the day, both the politicians and the voters want service delivery.

Muhanuzi adds that once service delivery fails, it means that the town clerk has failed to deliver.

However, the mayor revealed that the division had a lot of priorities, but nothing has been done due to financial constraints.
