MP Aol calls for restoration of presidential term limit
Aol asked leaders to learn to sacrifice for their people and insist on the restoration of the presidential term limit in the constitution of Uganda.
Gulu: The Woman Member of Parliament representing Gulu City, Hon. Aol Betty Ocan, is calling for the restoration of the presidential term limit.
She was delivering the keynote speech during the Civil Society Organizations’ strategy meeting on the 2026 general elections conducted on Tuesday at the Nok Hotel in Pece, Gulu City.
The program, championed by the Forum for Women in Democracy (FOWODE) in partnership with the Uganda National NGO Forum, is implementing ‘Strengthening Citizens’ Engagement in Elections (SCENE)’.
Aol asked leaders to learn to sacrifice for their people and insist on the restoration of the presidential term limit in the constitution of Uganda.
According to her, most democratic countries have presidential term limits for effective service delivery. ‘’Most developed countries have presidential limits, and this has led to the development of such countries.’’
The politician further called for the institution of a constitutional review committee to establish a practical democratic government.
In 2005, the Parliament of Uganda amended the Constitution to remove presidential term limits, allowing incumbents to run for re-election indefinitely.
The Program Coordinator, Mr. Nokrach Solomon, says ‘Strengthening Citizens’ Engagement in Elections (SCENE) aims to increase citizens’ participation in legal, constitutional, and peaceful democratic transitions, as well as enhance the accountability and responsiveness of governance institutions.
Benard Loum, one of the election monitors, revealed that in the last two general elections, there has been an introduction of electronic devices, although some of these devices were affected by weather patterns.
He also observed gaps in the principle of free, fair, and credible elections due to electoral violence.
Loum added that the emergence of new political movements and social media activism is changing the political narrative in Uganda, citing PLU and NRM, FDC Katonga and Najanakumbi factions, and NUP factions under Robert Kyagulanyi and Hon. Mathias Mpuuga, among others.
