Police speak out on aggravated torture in Jinja

Adding to the outrage, several victims have come forward to share similar experiences of torture by Baliraine.

Jinja: A harrowing case of child abuse involving 8-year-old Catherine Kisakye and her alleged guardian, Judith Baliraine, has left the community in shock and outrage.

Catherine endured severe beatings, deprivation of basic needs, and emotional trauma at the hands of Baliraine, according to initial investigations.

Her plight came to light after her condition worsened, prompting her rushed admission to Bugembe Health Centre IV, where health workers uncovered signs of sustained abuse.

Adding to the outrage, several victims have come forward to share similar experiences of torture by Baliraine. Catherine herself recounted to investigators how she was tied with ropes, beaten daily, and subjected to degrading remarks.

Currently, Catherine is under the care of Upendo Children Ministry Uganda, an NGO dedicated to rehabilitating vulnerable women and children. Her emotional reunion with her mother, Rehema Babirye, at the Central Police Station on Friday highlighted the extent of her suffering.

The suspect, Judith Baliraine, initially released on bond, faced backlash from local leaders, parents, and residents who accused the authorities of political interference. In response to public outcry and growing scrutiny, Baliraine was reportedly re-arrested and relocated to Nalufenya Police Station.

The District Police Commander (DPC), SP Innocent Mubagangizi, denied allegations of influence peddling, asserting that the suspect’s relocation was for better accommodation. He confirmed that Baliraine would face court on Monday, December 16, 2024.

Kiira Regional Police Spokesperson SP James Mubi reassured the public of a thorough investigation, emphasizing that no interference would be tolerated and that detectives are committed to securing a conviction.

Local leaders like Joel Ntuyo, LC1 Chairman, have called for systemic reforms, urging government and civil society to strengthen the justice system to protect vulnerable children and ensure accountability.
