Pader councillor offers land to President Museveni for 4-acre model

Pader: The district councillor representing Pader Sub County in Pader district council has offered land to President Yoweri Kaguta Museveni for a 4-acre model farm.
Hon. Okwir Charles Ray, who doubles as the Board of Governors Member for Acholpii Army Secondary School, stresses that he has sent letters to the president through MPs and RDCs, but in vain.
‘’I have sent this offer to reach the president through area MPs, army generals, ministers from the north, and RDCs, but it looks like they were not interested in letting the president receive it or failed to access him. I have thought twice now to use the power of the media to get to you with my offer,’’ he added.
The former Resident District Commissioner (RDC) for Agago discloses that in the presidential address to the nation on February 29, 2024, which he followed over UBC TV, he was challenged and promised within him that he had to fulfill the president’s vision.

Okwir asserts that he was impressed and that he has a 1.25-acre plot, 200 meters from Pader district, and would offer it for a model, the Nyakana type (Fort Portal city).
‘’This plot has water already, electrify, road network, bio gas and and fenced etc. I just need to stock it with layer poultry birds, 3 dairy cows, 5 piglets, etc.’’
Okwir further stated that he has six acres of land within Pader town council, and he would wish it to serve under the 4-acre model as a demonstration center in the Acholi sub-region.
‘’I have already paid for my own water source to be fitted with solar pumps in the proposed model farm. This water has already been motorized, and irrigation will be installed by the government’s UGIFT program before the end of this financial year.’’
In addition, he says that he was one of the first to tell his people to go for customary land ownership registration. ‘’I have registered our 570-acre customery land in Kilak Corner parish, Agora, with a certificate. I would wish it to be used for President Museveni’s OWC campaign model in the subregion.’’
Okwir notes that he was impressed with the Nyakana and 4-acre models and would request that the president establish similar projects in Pader town.
