Buliisa leaders cite unity, peace and anti-corruption in Muhoozi 2031 presidential endorsement
He also described PLU as a son of the NRM and called for unity in the implementation of government programmes.
Buliisa: Unity, the fight against corruption and a peaceful transition of power dominated discussions as Buliisa District leaders and residents launched an endorsement drive for Chief of Defence Forces Gen. Muhoozi Kainerugaba ahead of the 2031 presidential elections.
The endorsement activity, organised by supporters of the Patriotic League of Uganda (PLU), was led by Buliisa County MP Allan Atugonza, Buliisa District Woman MP Norah Bigirwa Nyendwoha and District Chairperson Atuhairwe Wandera Twari.
The endorsement took place on Monday, September 21, 2026 at in Kisiimo Cell, Buliisa Town Council, Buliisa district opposite NRM offices.
PLU has been conducting a nationwide endorsement campaign for Gen. Kainerugaba, with endorsement books being distributed through its structures across the country.
The leaders said their support for Gen. Kainerugaba is based on what they described as the need for continuity, unity, peace, accountability and development.
Buliisa Woman MP Norah Bigirwa Nyendwoha said Uganda has for a long time been yearning for a peaceful transition of power.
She said she believes Gen. Kainerugaba can maintain peace in the country, citing his position as Chief of Defence Forces.
“Uganda has been longing for a peaceful transition of power and now we see it coming through General Muhoozi Kainerugaba. That is why we are endorsing him for the presidency in 2031 and beyond,” Bigirwa said.
Bigirwa also said she and Atugonza were working together under the slogan “Tuko Pamoja” to promote unity and continued peace beyond President Yoweri Museveni’s leadership.
Buliisa County MP and NRM Chairperson Allan Atugonza said supporters should not view the NRM and PLU as opposing organisations.
“NRM and PLU are one,” Atugonza said, warning people against what he described as attempts to mislead the public about the relationship between the two organisations.
Atugonza said PLU’s focus on accountability and fighting corruption had influenced his support for Gen. Kainerugaba.
He also said he expected social services in Buliisa to improve under the leadership he envisages for the country.
Atugonza further said Gen. Kainerugaba would protect Uganda’s oil and gas resources while promoting development and accountability.
Former Buliisa District Chairperson and former Constituent Assembly member Fred Lukumu said Uganda’s history of fighting for peace should not be taken for granted. Lukumu said he did not see another person better placed to succeed President Museveni than his son, Gen. Kainerugaba.
Former Buliisa District LC5 Chairperson Simon Kinene Agaba also said elders had confidence in Gen. Kainerugaba and viewed him as a possible continuation of the leadership they have experienced under Museveni.
Bunyoro Region PLU Coordinator Israel Maniraguha said the organisation’s focus includes accountability, service delivery and ensuring public resources are used for their intended purposes.
He called for peace and respect as PLU members move across Buliisa’s sub-counties collecting endorsements.
Maniraguha said Bunyoro has significant natural resources, particularly oil and gas, which he said need to be protected.
He also urged district leaders to provide PLU with their work plans so that the organisation can monitor development projects.
Buliisa Deputy Resident Commissioner Silvester Tumukurate, who was the chief guest, called for collaboration and patriotism among leaders and residents. Tumukurate urged residents to avoid counter-accusations and instead guide those who go astray.
He also described PLU as a son of the NRM and called for unity in the implementation of government programmes.
PLU Buliisa District Coordinator Abib Businge said endorsement books will be distributed across all ten sub-counties, giving residents an opportunity to sign in support of Gen. Kainerugaba’s 2031 presidential bid.
The Buliisa endorsement comes amid a wider PLU mobilisation campaign in which political leaders and other public figures have publicly expressed support for Gen. Kainerugaba’s 2031 ambitions.
