Why Umukuka III Appointed President Museveni’s Top Advisor into Bukuka Cabinet

Mbale: The Umukuka III of the Inzuyamasaba, His Highness Jude Mike Mudoma, recently appointed Mr. Davis Mwenyi as one of the Deputy Prime Ministers in the Inzuyamasaba establishment.
According to the Cultural Leaders Act, the Umukuka III is mandated to select eminent Bamasaba and other competent individuals to assist in serving his subjects.
Mr. Davis Mwenyi, who has been appointed Deputy Prime Minister and Minister Without Portfolio, is expected to work closely with the various clans in Masabaland.
His role will include educating the clans on government programs and linking them to various government initiatives aimed at alleviating poverty.
Mr. Mwenyi, a policy expert, is considered the ideal candidate to communicate the government’s intentions behind poverty reduction programs and to explain how they can benefit the Bamasaba community.
He currently serves as an Assistant Commissioner in the Office of the President, where he is responsible for scrutinizing government policies. He also supports various ministers and ministries in policy analysis and implementation.
His expertise is rooted in his extensive experience. He has previously served as a district planner for both Mbale and Manafwa Districts. One of his former political supervisors and now Senior Presidential Advisor on Bugisu Affairs, Mr. Benard Mujasi, has praised him as an incorruptible individual with a deep understanding of his tasks.
This sentiment is shared by the Bamasaba community both within Uganda and abroad, many of whom have had the opportunity to work with him.
Mr. Mwenyi holds an impressive academic background, including two master’s degrees. He is currently completing his PhD at the Uganda Management Institute, where his thesis focuses on the relationship between public policy analysis and governance.
Additionally, he holds multiple undergraduate and postgraduate degrees from Makerere University’s Faculty of Economics, Department of Public Policy, along with several postgraduate diplomas.
His academic credentials and practical expertise in statecraft and policy analysis make him highly qualified to mobilize the Bamasaba clans and help them benefit from government programs targeting Masabaland.
According to Mr. Steven Masiga, the spokesperson for Inzuyamasaba, Mr. Mwenyi’s role is crucial in ensuring that the Bamasaba are well-informed about and actively involved in the various government initiatives that will be coming to their region.
