UPDF soldier shoots civilian dead in Agago

The soldier attempted to confiscate both the playing cards and the money, sparking a confrontation.

Agago: A Uganda People’s Defence Forces (UPDF) soldier, identified as Private Ebamu Samuel, has shot and killed a civilian in Agago District under unclear circumstances.

The victim, Okio Richard (35 years old), was fatally shot in the early hours of Saturday, March 8, 2025.

According to Aswa East Regional Police PRO, IP Oloya Joe, the shooting occurred at around 2:00 AM when Private Ebamu Samuel (Service No. 271198), attached to Lomoi Protected Kraal Army Detach, confronted four civilians engaged in a gambling card game for money.

The soldier attempted to confiscate both the playing cards and the money, sparking a confrontation. One of the civilians, identified as Ongwech, grabbed the soldier by the neck, leading to a struggle.

Sensing danger, Ongwech and his companions fled the scene. While searching for them, Private Ebamu encountered Okio Richard, who was emerging from a bar. The soldier shot him twice in the stomach, killing him instantly.

The incident was reported to Laimuto Police Post by Omal Samuel (57 years old), a resident of the area. Police later recovered two cartridges from the scene.

The suspect was arrested by the army but has not yet been handed over to the police.

IP Oloya Joe urged both armed officers and civilians to act responsibly, emphasizing that while civilians should respect security personnel, officers must carry out their duties professionally.

“Investigations are ongoing, and both UPDF and police are working together to ensure justice is served,” he assured the public.
