Umukuka III deploys former RDCs to mobilize Bugisu for government programs

Namisindwa: Steven Masiga, spokesperson for the Inzu Ya Masaba (Bukuka), has confirmed that His Highness Umukuka III, Jude Mike Mudoma, has appointed several former Resident District Commissioners (RDCs) to help mobilize the Bugisu region to benefit from key government programs, including Universal Primary Education (UPE), Universal Secondary Education (USE), and the Parish Development Model (PDM).

Among those appointed is Hon. Irene Manghali, who now serves as the Umukuka’s envoy for mobilization and public engagement.

Masiga said the move is part of a broader strategy to leverage the skills and institutional experience of individuals the NRM government has heavily invested in over the years.

“These are cadres with deep knowledge and mobilization skills. As a cultural institution, we recognize their potential to help rally the Bamasaaba community to embrace and benefit from government initiatives,” Masiga stated.

He emphasized Hon. Irene Manghali’s extensive background, noting her service as a senior administrative assistant in the NRM Secretariat, where she worked closely with notable figures such as Hon. Matia Kasaija and Hon. Magode Ikuya.

Manghali has also served in various capacities under both Umukuka I and Umukuka II, giving her a wealth of institutional memory on both government operations and the cultural institution’s internal affairs.

Masiga added that Manghali played a covert but pivotal role during the National Resistance Army (NRA) struggle, acting as both a confidant and emissary of the liberation movement.

Her contribution to the military and political landscape of Uganda is well recognized, and she reportedly maintains occasional confidential communications with high-level government authorities regarding the status of the Bugisu region.

“She is well archived in military and political circles for her contribution to the liberation of Uganda. Her guidance remains influential,” Masiga remarked.

Beyond the RDC appointments, Umukuka III has also integrated other high-profile Bamasaaba individuals into the cultural leadership structure. Masiga believes this renewed leadership will steer Masaabaland in the right direction.

“We are now on the right trajectory. We will not tolerate instability in the Bugisu region. Mobilization begins immediately starting with our schools,” he affirmed.
