State House speaks out on unfulfilled presidential pledges

Kampala: The State House Comptroller, Ms. Barekye Jane, has revealed that the State House is overwhelmed by the numerous presidential donations, in that even ministers keep sending her chits of demands from their areas whenever she is in attendance at Cabinet meetings.
She made the remarks while appearing before Parliament’s Presidential Affairs on Tuesday, where she was responding to concerns raised by MPs about the numerous presidential pledges that have remained outstanding for years and are causing problems in their constituencies.
‘’This is a problem that is coming, and we should all capture it together, and we need advice on how we handle it. We cannot plan for this because I don’t know who he is donating to, so there is no way I can say let us plan for Shs400 billion because I don’t know who he is going to donate to, but we capture it according to the urgency and capacity of the budget.’’
‘’It’s not that we discriminate, but I think there should be a political side, but now if it happens, I go to any cabinet meeting and everyone is sending me a chit. I don’t know what to do because the budget cannot be satisfied, and I don’t know how I can advise on that because I cannot stop the president from donating.’’
Her remarks were in response to a question raised by Kazo district Woman Member of Parliament Jennifer Muheesi, who wondered what solutions the State House was putting in place to clear the presidential donation backlog.

Immaculate Namara, Director of Planning at State House, noted that the current presidential donation budget is just a drop in the ocean when compared to the current needs. ‘’The current presidential donation budget is just a drop in the ocean when compared to the current needs,’’ she added.
The Member of Parliament representing Bukaga County, Stephen Kangwagye called on fellow legislators to back the State House when it requests more funds for the presidential donation budget, saying such support will ensure that the president’s donation budget never runs dry.
