Politicians cautioned against violence during NRM primaries
“We urge political candidates to resolve disagreements peacefully and engage in respectful dialogue.”

Jinja: As the NRM elections approach a critical phase, the Regional Police Commander (RPC) for Kiira Region, SSP Charles Nsaba, has issued a stern warning to all political aspirants: reject violence and illegal mobilization during the electoral cycle or face legal consequences.
Speaking during a Regional Joint Operations Committee (JOC) meeting at Jinja City Hall, SSP Nsaba condemned the use of violence, including the deployment of youth militias locally referred to as “egali”.
He emphasized that law enforcement will arrest and prosecute any individual found instigating or engaging in electoral violence without fear or favor.
“We are watching closely. Any form of violence whether physical assault, property damage, online threats, or intimidation will be treated as a serious threat to democracy and public order,” SSP Nsaba stated.
“We urge political candidates to resolve disagreements peacefully and engage in respectful dialogue.”
Mr. Richard Gulume, Resident City Commissioner (RCC) for Jinja City and Dean of RCCs and RDCs in the Busoga sub-region, echoed the police’s stance. He assured the public that both City and District Security Committees (CSC and DSC) will continue to engage with NRM candidates to promote a peaceful and orderly campaign period.
“The NRM thrives because of its core principles: Patriotism, Pan-Africanism, Socioeconomic Transformation, and Democracy. None of these values support violence or chaos,” Gulume said.
Brig. Gen. Emmanuel Kanyesigye, Busoga Sub-Region Cantonment Commander, reiterated the UPDF’s commitment to national stability during the electoral period:
“We are ready to live, work, and sacrifice for Uganda at all times. Security forces are fully prepared to respond to any threats,” he assured.
SP David Kamugira, District Police Commander (DPC) for Jinja Central Police Station, confirmed that officers have been mobilized to protect lives, businesses, and infrastructure throughout the primaries and beyond.
Meanwhile, SP James Mubi, Kiira Region Police Spokesperson, announced that the next Regional JOC meeting will be held on Wednesday, July 16—the eve of the NRM primaries. This critical session will bring together joint security chiefs to finalize tactical deployment plans across the region.
“Our Joint Intelligence Committee (JIC) is already conducting intelligence-led operations to prevent any form of criminality. We are closely monitoring the situation and will respond swiftly to any threats,” SP Mubi said.
The security agencies emphasized that free, fair, and peaceful elections are essential for the country’s democratic integrity. Voters and candidates alike are urged to uphold civility and avoid any actions that could provoke instability.
