Police constable arrested for assaulting boda boda rider

Kitgum: A police constable, identified as Ocan Emmanuel, has been arrested following allegations that he assaulted a 24-year-old boda boda rider, Akena Sam, at Maicamo Stage in Kitgum District.
The incident occurred on Wednesday, January 29, 2025, prompting public outrage and an immediate police response.
According to Aswa East Regional Police Spokesperson, IP Oloya Joe, the suspect, PC Ocan Emmanuel (24), is attached to Kitgum Central Police Station and resides in Kitgum District.
Reports indicate that on the morning of January 29, 2025, Akena Sam was transporting two passengers to Kitgum General Hospital when he was stopped at Pager Bridge by traffic officers conducting an operation. After checking his passengers, the officers allowed them to proceed.
However, further along the road, PC Ocan Emmanuel and PC Okot reportedly stopped him again. It is alleged that at this point, PC Ocan used a bayonet to injure Akena near his eye.
Following the assault, the victim proceeded to Kitgum Central Police Station (CPS), where he filed an assault report.
IP Oloya Joe confirmed that a case file for assault has been opened, Akena Sam was issued a police medical examination form (PF3) to assess his injuries.
In addition, statements have been gathered from relevant witnesses and PC Ocan Emmanuel remains in custody at Kitgum CPS as investigations continue.
