Pader district secures Shs3.5 billion for staff recruitment

Pader: Pader District has secured 3.5 billion shillings to facilitate the recruitment of new staff in the 2025/2026 financial year.
According to Hon. Ocen Justin, the Pader District Vice Chairperson, the recruitment process is set to begin in July 2025.
He assured residents that the district management would handle all technical procedures, and an advertisement for vacancies would be published once the new financial year commences.
Hon. Ocen expressed gratitude for the joint efforts of key stakeholders, including; the Chief Administrative Officer (CAO), the LCV Chairperson, members of the District Council, the Resident District Commissioner (RDC), Members of Parliament, the Ministry of Public Service and the Ministry of Finance.
He highlighted the district’s current staffing crisis, revealing that 58% of positions remain unfilled, significantly affecting service delivery.
Michael Wanje, the Pader District CAO, noted that previous recruitment efforts were stalled due to delays in wage ceiling approval by the Ministry of Public Service and the Ministry of Finance. Without this approval, the district could not legally recruit new staff.
Currently, only three substantive Community Development Officers (CDOs) serve 18 sub-counties and five town councils, posing a major challenge to community service delivery.
In his 2024 State of the District Address, LCV Chairperson Col. (Rtd) Fearless Obwoya Oyat emphasized the urgent need for staff recruitment.
He noted that the district’s overall staffing level is only 58% and sub-county and town council administration is operating at a critical low of 13%.
With the 3.5 billion shillings funding secured, Pader District hopes to significantly bridge the staffing gap and improve service delivery across all sectors.
The recruitment process is expected to prioritize key sectors, ensuring that sub-counties and town councils receive adequate administrative support.
