Over 80% of agro-input dealers in Masindi operating illegally

This is not just a regulatory issue it’s a matter of health and livelihood.

Masindi: More than 80 percent of agro-input shops in Masindi District are at risk of closure due to illegal operations, according to the District Agricultural Officer, Job Byaruhanga.

Speaking to journalists at his office on Wednesday April 30, 2025, Byaruhanga revealed that of the numerous agro-input dealers operating in the district, only 10 shops are officially registered with the Ministry of Agriculture. These few dealers have obtained the required operating certificates, in line with national regulations.

Following a nationwide assessment, the Ministry of Agriculture discovered widespread non-compliance and is now enforcing the Agrochemical Control Act of 2006.

This law mandates that anyone operating an agro-input shop must first obtain a certificate in safe agrochemical use, which qualifies them to apply for a business operating license.

To address the issue and improve compliance, the ministr working in partnership with the district is organizing a week-long training program for interested agro-input dealers.

The training aims to equip participants with the knowledge necessary for safe chemical handling and to qualify them for certification.

Byaruhanga cautioned that after the training, a crackdown will begin. Agro-input shops operating without valid licenses will be shut down, and their owners may face arrest and prosecution.

He also highlighted serious concerns over public health risks and financial losses faced by farmers. These problems stem from the unsafe handling and improper application of agrochemicals by untrained dealers, many of whom lack basic knowledge about the products they sell.

“We are seeing farmers suffer because of chemicals that are not being properly handled. This is not just a regulatory issue it’s a matter of health and livelihood,” Byaruhanga emphasized.
