Museveni, Byakagaba praise joint security coordination in Jinja

Jinja: The President of the Republic of Uganda, H.E. Gen. Yoweri Kaguta Museveni, commended the strong joint security measures, coordination, cooperation, and communication between security forces and the public in Kiira Region.

This collaboration has played a vital role in maintaining peace and stability, especially during major events such as the International Nyege Nyege Festival and the President’s PDM Performance Assessment Tour from January 22 to January 25.

Jinja hosted H.E. at the Busoga Zonal Presidential Skilling Hub in Nakabango, the Abyssinia Iron and Steel Factory, PDM farmers in Busede Subcounty, and for the commissioning of the Kimaka Airfield upgrade project.

The President made these remarks during the 28th Police Council meeting, which was opened by the Inspector General of Police (IGP) Abbas Byakagaba.

The IGP echoed the President’s sentiments, highlighting the successful policing of both the Nyege Nyege Festival and the Presidential PDM performance assessment tour, stating, “The Nyege Nyege Festival and the Presidential PDM Performance Assessment Tour were well managed and well-policed.”

The Regional Police Commander (RPC) for Kiira, SSP Charles Nsaba, who is a member of the Police Council by virtue of his office, actively participated in the meeting. He conveyed the President’s and IGP’s message to officers in Kiira Region during a security meeting held on Tuesday, February 11, at the Civil Service College in Jinja. The meeting included the Regional Heads of Departments (HODs), District Police Commanders (DPCs), and all Officers-in-Charge (OCs), including those from specialized units such as the FFU.

The RPC emphasized the President’s focus on improving the welfare of officers and their families. He mentioned the recent salary enhancements for police officers, as well as the ongoing construction of housing units in Jinja. He reiterated his full support for ensuring officers and their families have access to good health and education services and highlighted the importance of boosting the Police Exodus SACCO.

In his message, the President encouraged police spouses to utilize police land for income-generating projects such as farming and animal husbandry. He also granted police children access to study in army schools.

Furthermore, the President reaffirmed the importance of the Sub County Policing Model (SCPM) in fighting crime and noted that Kiira Region is now the model region out of the 29 police regions for its effective implementation and supervision of SCPM.

The President also revealed that all police officers would soon receive the newly approved design for uniforms and uniform parts, ensuring that no officer will have to endure the cold or rain in inadequate clothing.

Additionally, he discussed the enhancement of technical enablers, including the use of CCTV cameras, police dogs, and digital number plates, to support effective operations and investigations.

The IGP expressed his gratitude to officers for their efforts in reducing crime rates across the country. He announced that the National Police Day would soon become an annual event to recognize officers’ sacrifices, professionalism, and community-oriented policing efforts. Officers will be awarded medals for their dedication, helping to uphold core police values such as discipline, professionalism, and integrity.

The IGP also stressed the importance of decentralized training at the regional level, emphasizing that training is a command function. He urged RPCs to prioritize training as part of their responsibilities.

The RCC of Jinja City, Richard Gulume, shared insights on the forthcoming political temperatures, advising officers not to be influenced by politicians. He thanked officers for their successful handling of the President’s visit during the PDM presidential performance assessment tour but cautioned officers to maintain respect for the people they serve. “Respect the people you lead to avoid losing a proper sense of direction,” he said. Gulume also warned detectives against turning every land matter into a criminal case.

The Regional Criminal Investigations Director (R/CID), SSP Monday Johnson Agaba, warned officers against corrupt and subversive tendencies, stressing that all officers must be nationalistic in character, loyal to authority, and committed to serving all Ugandans without discrimination. He emphasized that policing should prioritize the needs of women, children, the disabled, and the elderly.

The RPC, SSP Charles Nsaba, welcomed the new officers assigned to implement the Sub County Policing Model (SCPM) in line with the President’s strategic guidance. He also announced that the Regional Alert Squad, led by the Deputy RPC, SSP David Katunda, would be conducting a rectification tour across the region to ensure that everything is in order as per the SCPM guidelines.

The squad will also address other public concerns related to policing, with the aim of promoting and sustaining a positive image for the police force.
